We are seeking a School Facilities Program Manager to join our Office of Finance and Information Technology at the Oregon Department of Education. This is a permanent management service position.

This position follows a hybrid work model. Onsite presence will be required when business or operational needs are best supported in person, such as collaboration, training, or work that requires access to onsite resources. Employees approved to work remotely must have a reliable and secure internet connection and maintain a professional work environment that supports productivity. While working remotely, employees are expected to maintain the same level of performance, responsiveness, communication, and availability as they would in the office.

What you will do!

This position is to provide program management oversight to the Office of School Facilities. This position, in collaboration with the Managing Director of School Finance and Facilities, will direct the work of various programs and grants within the Office of School Facilities. As additional programs, requests, and grants are given to the Office, this position will determine how best to set up the programs and assign staffing resources to ensure program success. This position will directly administer the Oregon School Capital Improvement Matching (OSCIM) Program which provides matching grants to districts that pass local bonds to improve school facilities.

This job is different every day! In a given day you may be:

  • Analysing a bill to determine impact on current programs and cost to implement

  • Meeting with external partners and advisory groups to improve grants provided to districts

  • Checking in with program staff about workloads and seeing where balance can be achieved

  • Working with grant finances and looking at long term funding sources and impacts to grantees.

A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; and five years experience coordinating or administering a program

Any combination of experience or education equivalent to eight years of experience that typically supports the knowledge and skill requirements listed for the classification.

  • Ability to navigate legislative processes to analyze bills, shape policy proposals, support presentations, and advance the Office’s goals.

  • Ability to align team’s work with the agency’s mission, vision, and values

The Office of School Facilities connects to the larger ODE mission by supporting districts in improving the actual classrooms. The Office focuses on equity and works to provide additional resources to those districts that have less capacity for facility improvements. The Office has several high-profile programs and holds itself to high levels of accountability and integrity as a result.
