Salary: $4,519 – $6,904 ($4,833 - $7,386 PERS)

Type: One Permanent, One Limited Duration ending 04/30/2028; Full-time; Non-Exempt

We are seeking two Fiscal Grant Analyst 1 (Fiscal Analyst 1) positions to join the Fiscal Grants Team (FGT) within the Office of Finance at the Oregon Department of Education.

Appointments include one Permanent position and one Limited Duration position. The Limited Duration position is pending permanent funding approval and is anticipated to end on April 30, 2028, or earlier if funding is approved. This position may be extended if permanent funding is not approved prior to the end date. Both positions are represented by the Service Employees International Union (SEIU).

This position follows a hybrid work model. Onsite presence will be required when business or operational needs are best supported in person, such as collaboration, training, or work that requires access to onsite resources. Employees approved to work remotely must have a reliable and secure internet connection and maintain a professional work environment that supports productivity. While working remotely, employees are expected to maintain the same level of performance, responsiveness, communication, and availability as they would in the office.

What you will do!

This is an exciting role because you will be in a consistent, supportive learning environment. Each day is different. You’ll work with a dynamic team to provide support to the lesser-complicated grant programs at ODE. This position coordinates with program offices on the status of grants, and to produce reports on overall effectiveness of grants, including amounts made available, amounts expended, and overall impacts achieved, and to support the OMG Uniform Guidance audit reviews. This report is a joint effort between the grants team and program office and requires effective customer service and communication skills. This position is a key partner in providing technical assistance and consultation to ensure the following of applicable state and federal rules.

Typical duties include:

  • Implement federal and state fiscal rules and regulations.

  • Execute department fiscal grant plans and policies.

  • Provide recommendations to promote grant compliance.

  • Participate in internal and external reporting and audit requirements with state and federal auditors.

A Bachelor's Degree in Business, Public or Non-Profit Management, Finance, Accounting or a related degree (such as Public Policy, Political Science, Public Administration, Economics or other analytical or technical degree).

Three years experience in management, policy or program analysis, or technical-level budgetary support activities.

  • Knowledge of GAAP, FASB, and GASB principles including knowledge of federal, state, and local financial regulations, rules, and guidelines as it relates to public agencies.

  • Experience with grant development and management principles with accounting, finance, legal, and forecasting processes as it relates to public agencies.

  • Experience with general business, finance, accounting, and governmental funding principles.

  • The ability to develop complex reports and analyses using database and other tools.

  • Experience and ability to quickly pivot and accommodate unexpected fluctuations in workload and workload priorities including constant interruptions and reprioritization to meet service needs for the team and department.

  • Experience working with internal and external customers with effective communication, participation, and willingness to assist and support co-workers, supervisors, and other work-related associations.

The FGT serves all levels of the agency's operations and provides controls for the distribution of funds to local education agencies, individuals, and a number of other state agencies and service providers statewide.
