The purpose of the Marketplace Quality Assurance and Data Analyst is to oversee Marketplace data management and quality assurance for individuals applying for or enrolled in Marketplace coverage. This position evaluates programs, systems, and services through operational research; develops performance measures; and identifies improvements to strengthen effectiveness. The role designs and manages data collection and analysis, recommends policy and operational changes, and supports short- and long-term program implementation strategies. This position also partners with IT to automate business processes and leads data transition efforts from HealthCare.gov to a fully operational State-based Marketplace (SBM) in alignment with Senate Bill 972 (2023).

What We Are Looking For

Minimum Qualifications: These qualifications must be visible in your application for consideration.
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning work.

OR;

Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.

A valid license and satisfactory driving record, as travel and use of state vehicles are active functions of the position.

  • Demonstrated experience communicating complex technical information (e.g., Affordable Care Act and insurance regulations) clearly and accurately, both orally and in writing.

  • Experience explaining eligibility and enrollment processes for Medicaid and Marketplace programs to varied audiences without reliance on scripted materials.

  • Working knowledge of health insurance industry regulations, including Marketplace and Medicaid coverage requirements.

  • Advanced proficiency in Microsoft Excel, including pivot tables, data connections, charts, and conditional formatting. Experience using data mining, reporting, and reconciliation tools to analyze and validate large datasets.

  • Experience writing and executing database queries using SQL and/or SAS.

  • Experience developing reports from relational databases and/or data warehouse environments.

  • Proficiency in Microsoft Office applications, including Excel and Access, to manage, analyze, and present data.

  • The salary listed is the non-PERS qualifying range. If the successful candidate qualifies for PERS, the salary range will increase by 6.95%. For more information, see the Classification and Compensation page.
