The role:

Join a team that assists public transportation across Oregon! The administrative specialist helps create and update federal and state subgrant paperwork and processes grant reimbursements using ODOT financial systems. This role works closely with internal teams and local partners to solve problems, review payments and contracts, and keep data accurate. The position is based in the Finance and Budget Division but plays a key role in assisting the Public Transportation Division. Hybrid remote work is available after in-office training is complete. A day in the life:

  • Administer federal and state transit grants by tracking allocations, entering applications and processing reimbursements in different systems. Develop, amend, close and terminate subrecipient grant paperwork, ensuring legal review, required approvals and compliance with approved spending plans.
  • Review, process and reconcile grant payments, resolve charging issues and coordinate corrections with fiscal staff.
  • Identify opportunities to improve grant management processes, recommend solutions and implement approved changes.
  • Analyze financial and performance data to prepare accurate internal, state and federal reports on grant status, disbursements and spending.
  • Provide technical assistance to subrecipients on reimbursement requests, reporting requirements, contract terms and program compliance.
  • Research and resolve discrepancies related to expenditures, drawdowns, audits, assets and payments in coordination with subrecipients and agency partners.
  • Review audits and oversight activities by compiling documentation, responding to inquiries and assisting local agencies with audit reporting.
  • Train internal and external partners on Public Transit Information System (OPTIS) and grant procedures through phone, virtual or in-person assistance.
  • Maintain grant and asset records, correct data issues and produce reports on vehicle and asset status.
  • This role involves working within an office setting, which includes extended periods of being in a stationary position and performing repetitive movements/tasks.

Minimum qualifications:

Three years of secretarial or administrative support experience that includes coordinating office procedures, preparing narrative and statistical reports, and administrative data collection and analysis;

OR

An associate degree in general office occupations and two years of secretarial or administrative support experience that includes coordinating office procedures, preparing narrative and statistical reports, and administrative data collection and analysis;

OR

An equivalent combination of education and experience.
