Business Oregon the state’s economic development agency, is recruiting for a full-time, Limited Duration - Payables Technician (Accounting Technician) position within the Fiscal & Budget Services (FABS) division.
This is a Limited Duration position currently approved through June 30, 2027, with the possibility of it being extended. This recruitment will be used to establish a list of qualified candidates to fill the current position and may be used to fill future vacancies.
FABS manages budget and ensures compliance with state and federal accounting and reporting requirements that support programs serving Oregon businesses, communities, and industry partners.
We are looking for detail-oriented accounting professionals who are experienced in accounts payable and receivable processing, reconciliations, and financial system operations. This position plays a key role in maintaining the integrity and accuracy of the agency’s accounting records while providing excellent service to internal. What will you do:
As an Accounting Technician, you will:
Apply generally accepted accounting methods and controls to ensure timely and accurate posting of expenditures and revenues.
Analyze payable claims including invoices, leases, purchases, and other claims.
Input and maintain accounts payable information in the State Financial Management Application (SFMA).
Process credit card transactions, perform daily balancing, and reconcile transactions to Treasury bank statements; reconcile and monitor SPOTS transactions in SFMA.
Review documents and resolve discrepancies and process journal entry adjustments, as necessary.
Provide technical assistance and interpretation of policies and procedures for agency vendors and coordinate the resolution of disputed amounts.
Minimum Qualifications:
Two years of experience calculating, recording, and maintaining accounting information that must include coding transactions and checking them for propriety, balancing, and resolving discrepancies in computer edits.
OR
One year of experience calculating, recording, and maintaining accounting information must include coding transactions and checking them for propriety, balancing, and resolving discrepancies in computer edits AND at least 43 quarter (29 semester) credit hours from an accredited college, university, or vocational-technical school that includes 9 quarter (6 semester) credit hours in accounting. Credit hours must include introductory level accounting courses 1 and 2.
OR
Successful completion of the State of Oregon Accounting Career Mobility Program or equivalent accounting certificate program from an accredited college or university
OR
At least 94 quarter (62 semester) credit hours or an associate degree from an accredited college, university, or vocational-technical school that includes 12 quarter (8 semester) credit hours in accounting. Credit hours must include introductory level accounting courses 1 and 2 and may include any additional accounting courses with “accounting” in the title.
Training or experience must include using a computer to enter, update, or retrieve information.

Experience applying accounting methods, including fund accounting, expenditure and revenue classification, and ensuring compliance with state and federal requirements.
Proven ability to process high-volume accounts payable and/or receivable transactions, perform reconciliations, journal entries, and resolve discrepancies accurately.
Proficiency with financial management systems such as SFMA or comparable ERP platforms, including data entry, error correction, and account balancing.
Experience generating financial reports and queries using business intelligence or reporting tools.
Ability to interpret accounting policies and procedures and communicate technical fiscal information clearly to staff, vendors, and external partners.

The Fiscal & Budget Services (FABS) is comprised of eleven positions. The division provides accounting and budget services for the agency. FABS is responsible for the oversight & management of the department's nearly $2 billion budget. FABS also ensures compliance with all legal & reporting requirements related to budget and accounting. It supports all other divisions in the department in delivering services to Oregon companies, business and industry groups, and communities.

This is a PERS qualifying position. Employees new to the Public Employee Retirement System (PERS) will get a 6.95% base salary increase and will pay a 6% employee contribution to PERS, after an initial six-month waiting period.
