The Oregon Department of Administrative Services (DAS) is the backbone of state government operations—supporting agencies statewide through strategic leadership, shared services, and enterprise-wide solutions. Within DAS, Enterprise Asset Management oversees the planning, construction, operation, and lifecycle management of state-owned facilities and infrastructure to ensure they are safe, efficient, sustainable, and cost-effective for all Oregonians.
What You’ll Do
As a Construction Project Manager, you will lead capital construction and improvement projects across the state portfolio. This role turns vision into reality—guiding projects from early planning through design, construction, and closeout while balancing cost, schedule, quality, sustainability, and partner needs.
Success in this role requires strong technical expertise, inclusive collaboration, and the ability to navigate diverse perspectives to deliver high-quality public facilities that serve all Oregonians.
Typical duties include:
Lead capital construction projects from concept through completion, ensuring alignment with scope, budget, schedule, and state standards
Partner with client agencies, tenants, and project partners to define project goals, scope, strategy, and successful outcomes
Manage architects, engineers, consultants, and contractors to deliver code-compliant, sustainable, and cost-effective designs and construction
Oversee public contracting and procurement, including RFPs, contractor selection, alternative delivery methods, and contract administration
Monitor construction quality, schedules, and budgets; negotiate change orders and resolve issues to protect the State’s interests
Champion value engineering, energy efficiency, and sustainability, including SEED program requirements
Facilitate effective communication, meetings, and reporting to keep projects on track and partners informed

What We Are Looking For
Minimum Qualifications:
A Bachelor’s Degree in Construction Management, Business Administration, Public Administration, Architecture, Planning or Engineering; AND three years of progressively responsible experience related to the class series concept;
OR
An Associate Degree (or comparable course work) in Architectural, Construction or Engineering Technology; and four and one-half years of progressively responsible experience related to the class series concept;
OR
Six years of progressively responsible experience related to the class series concept.
Any of these certifications are preferred and will substitute for 1 year of the qualifying experience:
Project Management Professional (PMP) certification issued by the Project Management Institute (PMI)
Oregon Project Management Associate Certification (OPMA)
Special Qualifications:
Driver's license required: Driving is an essential function of this position. A valid driver license and an acceptable driving record are required for this position.
Desired Attributes:
Ability to interpret and apply policies and standards clearly, with strong written and verbal communication skills
Experience managing construction projects of varying size and complexity, including scope development, scheduling, cost estimating, and oversight
Knowledge of construction methods and project management practices, with the ability to analyze information and resolve complex issues
Proven ability to lead cross-functional teams and collaborate respectfully with clients, consultants, contractors, and partners from diverse backgrounds
Strong customer service skills, with the ability to communicate complex or technical information to client agencies, partners, and non-technical audiences
Ability to manage competing priorities and independently oversee projects across multiple locations and phases of completion
Commitment to meeting budget, schedule, regulatory, accessibility, and sustainability requirements while upholding public service values

Additional Details
This recruitment is for one permanent, full-time, SEIU-represented Construction Project Manager 2 position, and may be used to fill future vacancies.
*The salary listed is the non-PERS qualifying salary range. If the successful candidate is PERS qualifying, the salary range will reflect the additional 6.95%.
