The Project Manager / Business Systems Analyst (PM3), is a full-time limited duration appointment that has an expected duration of 17 months (June 30, 2027) this position located in Salem, Oregon.

*Note: Effective Feb. 1, 2026, the compensation plan for this position will be increased to reflect a Cost-of-Living Adjustment (COLA) of 2.5%. The salary listed in this posting does not reflect the COLA.

What you’ll be doing:

In this role you will:

  • Using project management best practices and standards, develop and manage resources, cost, and time estimates for accomplishing the customer's business system needs. (These tasks may be performed in the context of liaison and/or supervision of outside contractors).

  • Develop project plans, statements of work, scoping documents, work breakdown structures, and other methodology-based deliverables as needed for effective oversight and procurement related activities.

  • Manage changes to scope, budget, and schedule through formal change control procedures system performance and resource utilization, remediating issues when necessary, and perform routine backups and disaster recovery procedures.

  • Lead the planning of new business systems ensuring that business and functional requirements meet business expectations that translate to business outcomes which are agreed upon by the project team, project sponsor and / or executive steering committee, and are in alignment with any legislative requirements.

  • Identify and document new processes that are consistent with desired improvements to compliance / efficiency / efficacy and group access and enforce network security measures to protect against unauthorized access.

  • Effectively document and communicate information necessary for customer understanding and for IT Operations or Developer staff (which may include work performed by Enterprise IT, Agency staff, and/or outside contractors).

  • Develop methodology and deliverables for contract bid specifications.Perform contract administration functions including evaluation and selection of contract staff to work on projects and tasks, evaluation of contract staff for performance, and assist in process to remove contract staff from projects for performance or other problems.

What we’re looking for:

  • Experience performing business analysis, research, and support on a wide variety of business systems (CRM, ERP, FMS, etc.)

  • Proven ability and experience with leading and managing large IT Business Systems projects using industry standard project management standards, methodologies, and tools.

  • Effective and precise writing, grammar, and verbal communication skills.

  • Proven ability to build relationships across an organization and develop collaborative partnerships.

  • Self-motivated with an ability to manage time well, multitask, and prioritize workload and to work independently under pressure of tight deadlines.

  • Ability to model empathy, compassion, and maturity as a member of a diverse team.

  • Commitment to providing a superior customer experience.

The core requirements for this position are:

  • Seven (7) years of experience in Business System Analysis and Project Management; OR

  • Six (6) years of related experience and an Oregon Project Management Associate Certification; OR;

  • Four (4) years of related professional level experience AND a bachelor's degree in Business Administration, Management, Public Administration or a closely related field.

In addition, preference may be given to the ideal candidate who can demonstrate:

  • Dynamics 365 business systems development

  • Clear communication skills when documenting and communicating technical issues or requirements to both technical and non-technical peers.
