Salary: $11,373.00 - $17,602.00 ($12,165.00 - $18,825.00 PERS)

This is an executive service position and serves at the pleasure of the Superintendent and Deputy Superintendent. This role works a professional Monday–Friday schedule, with evening or weekend hours as needed, and as an FLSA-exempt position the workload may often exceed 40 hours per week. The work frequently involves highly complex, sensitive, or politically significant issues and requires consistent, collaborative, and respectful engagement with agency staff, leadership, other state agencies, local governments, the Governor’s Office, partners, providers, and community representatives. This position is a hybrid role that requires on-site presence in the Public Service Building in Salem, and additional in-person attendance in other locations may be required when business or operational needs necessitate.

The Office of Finance provides timely and reliable fiscal and administrative services. This work ensures that all agency services adhere to applicable laws and regulations while seeking solutions focused on the needs of Oregon’s children. The office consists of the Financial Services, Business Services, Budget Services, Procurement Services, School Finance, and School Facilities units. Collectively, the office supports agency and statewide education operations through bill payment, grant processing, contract development, budget development and management, fund distribution to school districts, facilities oversight, agency space management, mail services, and reception services. The office acts as a reliable customer-service partner for the rest of the agency to meet business needs and objectives of our mission.


What You Will Do!

In this role, you will provide executive leadership for the Office of Finance and serve as a key member of the agency’s Executive Leadership Team. You will oversee multiple finance-related units, guide statewide budget development and fiscal operations, and offer strategic counsel to agency leadership on policy, funding, and operational decisions. Your work will ensure that financial systems, services, and processes are accurate, timely, equitable, and aligned with the agency’s mission.

Typical duties include:

  • Leading and directing the activities of the Office of Finance through six subordinate managers, ensuring programs, services, and fiscal operations function effectively and meet state and federal requirements.

  • Developing, executing, and monitoring the agency’s multi-billion-dollar budget, including forecasting resource needs, managing fund limitations, and overseeing grant, contract, and procurement processes.

  • Providing strategic analysis and recommendations on fiscal policy, legislative initiatives, and organizational priorities to the Superintendent, Director, State Board of Education, and other executive leaders.

  • Advancing equity-centered leadership by setting strategic goals, supporting staff, fostering culturally responsive practices, and collaborating with internal and external partners, including statewide education organizations and other state agencies.

Minimum Qualifications (Need to Have):


Nine years of management experience;

OR

six years of management experience and a bachelor’s degree in a related field.

Desired Attributes (Nice to Have):

  • Executive-level administrative experience, preferably in an education or government setting; preference may be given for experience as a Chief Financial Officer or Chief Operating Officer.

  • A bachelor's degree or higher in education, administration, business, law, leadership, or a closely related field.

  • Ability to lead complex finance, procurement, or administrative programs, managing multiple units and staff to meet strategic goals

  • Excellent oral and written communication skills.

  • Experience with state budget policies and processes, including legislative processes and fund-type limitations.

  • Collaborate effectively with individuals and communities from diverse backgrounds, promoting equity, inclusion, and culturally responsive practices in decision-making. Knowledge or experience in grants, contracts, and fiscal programs, ensuring accuracy, compliance, and timely delivery.

  • Salary Range: The range listed is the Non-PERS salary range. Public Employee Retirement System (PERS) participating members will have their base salary increased by 6.95% and pay a 6% employee contribution to PERS.
