Join Our Team as a Workload Model Contract Specialist, Operations and Policy Analyst 2, Office of Reporting, Research, Analytics, and Implementation (ORRAI), with the Oregon Department of Human Services (ODHS). We are seeking a highly skilled and detail-oriented professional with exceptional written and verbal communication abilities. This individual will be responsible for clearly conveying project tasks, progress, and outcomes to a variety of stakeholders, including staff and management. The ideal candidate will possess strong organizational skills and demonstrate the ability to manage multiple priorities and meet competing deadlines. They must be adept at gathering, consolidating, and analyzing data to fulfill administrative and reporting requirements. A solid understanding of project management principles is essential. Additionally, the successful candidate will be comfortable delivering training or facilitating sessions for large groups with diverse levels of subject matter knowledge. Summary of Duties
As a Workload Model Contract Specialist, you will:
The primary responsibility of this position is to provide strategic leadership and oversight for the Workload Model contract administered by ODHS.
This role manages the day-to-day administration of the contract, including vendor coordination, oversight of deliverables, preparation and negotiation of contract amendments, and ensuring compliance with contract terms and audit requirements.
As the main point of contact for the vendor, this position also collaborates closely with the internal ODHS project team, agency leadership, the Office of Contracts and Procurement (OC&P), and the Department of Justice (DOJ) on contract-related matters. The role supports project planning and the implementation of amendments.
The workload models are developed using a data-informed approach, engaging ODHS staff statewide, as well as local partners and contractors. This position applies structured decision-making tools outlined in the contract and its amendments. Additionally, it plays a key role in building internal capacity by supporting the development and training of staff, communities, and stakeholders in data-informed decision-making related to workload modeling across the agency.
Minimum Qualifications
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and two years professional-level evaluative, analytical and planning work, OR
Any combination of experience and education equivalent to five years of experience that typically supports the knowledge and skills for the classification

Working Conditions
This position can be completed as full-time remote, with stakeholder meetings completed via virtual formats (e.g., ZOOM, TEAMS).
The person in this position will have access to sensitive information; the incumbent must be knowledgeable and use tact and common sense in handling this information during facilitated conversations. The person in this position will facilitate group discussions with staff and clients.
Some discussions may be sensitive or may become hostile in nature. The incumbent must be able to remain calm and focus the group on the topic of discussion in a manner that continues to promote on-going participation.
The person in this position will provide presentations and trainings to community partners, program staff, communities, and stakeholders across the state, may require instate travel.

The Oregon Department of Human Services does not offer visa sponsorship.
