The Oregon Department of Early Learning and Care is excited to announce a permanent opening for a Criminal Background Registry (CBR) Policy Analyst (Operations & Policy Analyst 2). In this role, you will evaluate legislation, draft administrative rules, guide operational improvements, collaborate and report across teams to ensure compliance and efficiency. This position will work a hybrid schedule of working both in the office and at an alternate location (home). In office work is performed from our headquarters office in Salem, an average of 1 day per week, depending on in-person meetings.

What you will do:
This position, under the direction of the Child Care Licensing Division (CCLD) Central Services Director, coordinates the analysis and evaluation of individuals approved in Oregon’s Central Background Registry. Working collaboratively with other analysts, the role develops and evaluates program plans, policies, and procedures to ensure compliance with state and federal requirements. It also monitors program performance, conducts legislative analysis, manages projects, recommends budgets, and helps set and implement long- and short-term goals for the Central Background Registry in partnership with agency staff.
What we are looking for (minimum qualifications):
A Bachelor's Degree in Business or Public Administration, Finance, Political Science, Public Policy, Early Childhood Education or related degree; and two years professional-level evaluative, analytical and planning work related to public policy, program evaluation, or regulatory analysis. OR;
Any combination of experience and education equivalent to five years of professional-level evaluative, analytical and planning work related to public policy, program evaluation, or regulatory analysis.
In addition, we are looking for applicants that have the following Desired Attributes (requested skills):
Experience interpreting, evaluating, and implementing federal and state statutes, rules, and regulations, and translating them into clear, actionable policies.
Skilled in planning, managing, and evaluating complex projects with multiple impacted individuals, timelines, and deliverables.
Experience evaluating program data, identifying trends, assessing risks, and designing systems, processes, or operational improvements using both quantitative and qualitative information.
Skilled at drafting rules, policies, and/or procedures and effectively communicating them to a wide range of audiences from the public to legislators and providers.
Ability to foster positive working relationships across internal teams, state agencies, providers, and external partners, often with differing or competing interests.
Commitment to advancing equity by ensuring culturally appropriate, family-centered, and accessible systems.
Demonstrated ability to handle sensitive information with discretion and uphold public trust.
Experienced in making sound, timely decisions under pressure, while balancing priorities of impacted parties.

This position is subject to both a Child Protective Services and Criminal Justice Information Systems (CJIS) check, including FBI fingerprinting, and will be required to enroll in the Central Background Registry. Both of these checks must be completed and approved prior to starting with the agency. The results can take 1-3 weeks to get back. Adverse background data will be grounds for immediate disqualification. This position will require occasional travel to field offices and for meetings, therefore, a valid driver license and acceptable driving record is required, unless the successful applicant can provide a satisfactory alternate mode of transportation.
