Job Description:

The purpose of this position is to provide leadership, coordination, and oversight to statewide health programs and treatment service delivery for adult Oregon Health Plan (OHP) members who have experienced incarceration. Responsibilities include oversight of managed care systems, Fee for Service (FFS) operations policies, evidence-based practices, and providing technical assistance to maintain programs. The employee focuses on planning, policy and program development, budget monitoring, and implementation of specialized programs serving adult OHP members exiting carceral settings, including new 1115 Waiver policies. Additionally, this position will operationalize policies, ensure compliance with state and federal regulations, and provide guidance to providers. The person will plan, design, and direct health regulations, policies, procedures, and priorities for these populations; identify program development needs; and handle complex or controversial agency decisions while representing the agency with other state agencies, organizations, and advocacy groups.

This position will factor in the perspectives of diverse populations most harmed by social injustice and inequities including communities of color, immigrant groups, the disability and neurodivergent communities, veterans, older adults, individuals identifying as LGBTQIA+ and other communities that have been traditionally marginalized.

What We Are Looking For

Minimum Qualifications: These qualifications must be visible in your application for consideration.

A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning work.

OR;

Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.

  • Experience supporting the development and implementation of policies and programs at the community, state, and/or national level that advance health equity (address systemic health disparities, expand culturally responsive and inclusive services, factor in social determinants of health) and elevate the voice of community and those with lived experience.
  • Knowledge of health services delivery systems, particularly the Oregon Health Plan/ Medicaid administration in Oregon, including experience working with Coordinated Care Organizations, social safety net programs, health service providers (including Community Mental Health Programs and other behavioral health service providers), or community-based organizations.
  • Experience and expertise in the justice system, or equity centered criminal legal reform and related policy or program support for justice involved populations. Knowledge or experience working with carceral facilities, particularly facilities in Oregon.
  • Knowledge of legislative and regulatory processes; experience analyzing, applying and advising on relevant federal and state Medicaid laws and regulations as well as legislative concepts/bills.
  • Knowledge and experience developing, implementing, and refining policies included in the Medicaid state plan or other waiver authorities with Centers for Medicare and Medicaid Services (CMS). Ability to foster inter-and cross-agency collaboration and to facilitate coordination of community centered policies, programs, and continuous (performance / quality / process) improvement strategies.
  • Strong oral and written communication skills across a variety of forums; experience communicating qualitative and quantitative information, verbal and written, that are accessible to and understood by audiences with different levels of comprehension or interest and that are culturally responsive, inclusive, and appropriate.
  • Knowledge about contracts/interagency agreement administration, procurement, within the context of Oregon state government (e.g. OHA/ODHS) or other complex health services delivery organizations.
  • Demonstrated project management experience, including ability to effectively manage multiple project timelines and priorities and promote human-centered change management.
