The Oregon Youth Authority (OYA) is seeking a skilled and innovative Security Tech Systems Administrator (Information Systems Specialist 5) to join our Physical Plant Operations team in Woodburn. This position plays a critical role in ensuring the security, safety, and functionality of OYA’s close-custody facilities and camps by maintaining, programming, and enhancing complex electronic security systems. The ideal candidate will have hands-on experience with products such as programmable logic controllers (PLCs), access control and intercom systems, CCTV, environmental control systems, and perimeter detection technology. We are looking for a critical thinker who can troubleshoot and solve complex technical problems, make extensive programming changes to existing systems or develop new ones, and communicate effectively in both independent and team settings. This position offers the opportunity to directly support youth and staff safety through technology innovation while contributing to OYA’s mission of protecting the public and providing opportunities for youth reformation in safe, developmentally supportive environments.
What You Will Be Doing:
- Install, maintain, and enhance electronic security systems including programmable logic controllers (PLCs), access control and intercom systems, closed-circuit television (CCTV), environmental control systems, and perimeter detection equipment across OYA facilities and camps.
- Develop, program, and modify security control systems by making extensive programming changes to existing systems or creating new integrated solutions (HMI/SCADA) to meet current and future agency needs.
- Troubleshoot and resolve complex technical problems involving electronic security networks, control systems, and software to ensure continuous and reliable operation of all security technologies.
- Conduct preventive maintenance and diagnostic evaluations of security system hardware and software to maintain compliance with manufacturer specifications, fire/life safety standards, and agency security requirements.
- Review new construction plans and specifications for security and electronic systems to ensure adherence to building codes, ADA standards, and OYA technical and safety requirements.
- Coordinate and lead security technology projects, including contractor oversight, technical documentation, and training of staff on proper use and maintenance of electronic security systems.
- Supervise and instruct youth work crews in safe work habits, proper tool use, and basic technical or maintenance skills, promoting accountability and positive human development consistent with OYA’s reformation mission.

MINIMUM QUALIFICATIONS
- Four (4) years of information systems experience in electronic security systems such as door controls and CCTV networks.
OR
- An Associate's degree in Computer Science, Information Technology, or related field, OR completion of a two (2) year accredited vocational training program in information technology or related field; AND two (2) years of information systems experience in electronic security systems such as door controls and CCTV networks.
OR
- A Bachelor's degree in Information Technology, Computer Science, or related field may substitute for all of the above.
Special Requirements
Driving is an essential function of this position. A valid driver’s license and an acceptable driving record are required for this position. We will conduct pre-employment driving records checks on our final candidate(s).

Limited Duration: This is a limited duration appointment that is expected to end within 2 years of appointment. Limited duration appointments are benefits eligible and have a designated maximum length of service. This position has the potential to become permanent.

The salary range listed is the non-PERS participating rate. If you are already a participating PERS member or once you become PERS eligible, the salary range will increase by 6%. Please review the Classification and Compensation page for more details.
This position receives annual increases on the anniversary date until the maximum of the salary range is reached.
