This position will be located in Bend, Klamath Falls, Pendleton, or The Dalles. The finalist may choose their preferred work location.

About DEQ!

There are 3 regions (Northwest, Western, and Eastern); this position is in Eastern Region. The Regions provide the following services: compliance inspection of regulated entities; enforcement of permit requirements and administrative rules; issuance of air, water, and solid waste permits; investigation of complaints; issuance of subsurface permits in counties; response to spills or other incidents with environmental impacts; direct contact and liaison with other governmental entities, industries, and the public; and technical assistance to regulated entities and the public.
The Groundwater Protection Program is statewide and has broad responsibility to prevent degradation of groundwater quality. This includes hydrogeologic evaluations, monitoring, and remedial investigations in support of DEQ’s range of permits that have a groundwater protection component (ex: Water Pollution Control Facility (WPCF) permits, landfills, stormwater permits, underground injection control (UIC) permits, etc.). This also includes development of policies and providing education on groundwater protection and implementation of the Groundwater Protection Statute, as well as participation in statewide initiatives to protect groundwater quality.

What you will do!
You will evaluate land management and waste disposal activities in Eastern Oregon to determine the risks to natural groundwater systems. This work includes reviewing permit applications, hydrogeologic studies, and groundwater monitoring plans to determine appropriate groundwater quality protection programs; reviewing water quality data, concentration limit proposals, and/or concentration limit variance applications to determine appropriate groundwater concentration limits; and reviewing preliminary assessments and/or RI/FS studies to determine appropriate corrective/remedial actions. These technical evaluations are provided to staff to support decision making involved in the plan review and permit processing functions of Eastern Region.

What are we looking for?
Minimum Qualifications for Natural Resource Specialist 4 – Hydrogeologist:
- 7 years of experience in a natural resource or environmental field
- At least 1 year of experience at a technical or professional level performing activities in a natural resource program such as researching and analyzing data, conducting investigations, applying pertinent laws and regulations, or coordinating and monitoring project activities.
- Current registration as an Oregon Registered Geologist.
Minimum Qualifications for Natural Resource Specialist 4 – Underfill:
- 7 years of experience in a natural resource or environmental field
- At least 1 year of experience at a technical or professional level performing activities in a natural resource program such as researching and analyzing data, conducting investigations, applying pertinent laws and regulations, or coordinating and monitoring project activities
Substitutions:
- Bachelor’s degree in physical science, environmental science, natural resources, or a closely related field may substitute for 3 of the required years of experience.
- Master’s degree in physical science, environmental science, natural resources, or a closely related field may substitute for 4 of the required years of experience.
- Doctorate degree in physical science, environmental science, natural resources, or a closely related field may substitute for 5 of the required years of experience.
The underfill option is available to you if you do not meet the minimum qualifications for the Natural Resource Specialist 4 - Hydrogeologist upon hire. In order to retain this appointment, you must be able to meet the minimum qualifications for the Natural Resource Specialist 4 - Hydrogeologist by obtaining your Oregon registration for the Oregon Registered Geologist license within 3 years of employment.
Candidates who are most competitive will also reflect the following desired attributes:
- Demonstrated understanding of environmental justice and the historical impacts for marginalized and underrepresented communities; ability to take personal responsibility for increasing their knowledge of environmental justice and diversity, equity, inclusion, and belonging.
- Demonstrated expert-level experience and current knowledge in hydrogeology and contaminant fate and transport in the subsurface, as well as site characterization, groundwater monitoring, soil and ground water contamination assessment, and corrective action for contamination problems.
- Excellent project management, analytical, and organizational skills; prior consulting or regulatory experience in a project manager role, including experience planning, leading, and implementing projects and programs.
- Project management experience directing all phases of environmental investigations and cleanups of sites contaminated with hazardous substances, including petroleum hydrocarbons.
- High proficiency in Microsoft Office (Excel, Word, Outlook, and Access), as well as computer programs such as Google Earth and Acrobat; demonstrated proficiency in data management and statistics; basic understanding of GIS and a robust understanding and proficiency in groundwater modeling.
- Excellent verbal and written communication skills; ability to provide clear, concise, and compelling communication of policy and technical information tailored to the needs of diverse audiences; skill in writing and presenting clear and concise reports that include qualitative and quantitative analyses, recommendations, and conclusions to diverse audiences.
- Strong conflict resolution, negotiation, facilitation, collaboration, and engagement skills; ability to manage interested parties with diverse and conflicting perspectives, challenging people to take a coordinated rather than independent perspective.
- Ability to analyze, appreciate, and synthesize multiple perspectives, backgrounds, and priorities; flexibility, patience, and good facilitation skills.
- Demonstrated experience building and fostering relationships with a diverse group of partners including colleagues, interested parties, communities, organizations, and businesses.

This position will be based out of DEQ’s Pendleton, Klamath Falls, Bend, or The Dalles office; however, the successful candidate may be eligible for hybrid work. The logistics of hybrid work will need to be worked out with the Hiring Manager prior to your hire and may be changed at any time given specific job duties and business needs. DEQ will provide necessary hardware (laptop, monitor, keyboard, mouse, and cell phone) for an employee to successfully work from home. At DEQ sites, you will have access to a workspace, however, it may be shared with other employees.
This position requires regular travel by car statewide to attend meetings, trainings, public hearings, conferences, workshops, and seminars, and to conduct field visits, some of which may involve extended work hours, overnight stays, and/or weekend work. During field visits, there is the potential for exposure to inclement weather, pollutants, chemicals, contaminated soil and water, fumes, airborne contaminants, fall and tripping hazards, uneven terrain, stairs, substantial walking, and heavy equipment.
