Job Description:

Business Oregon the state’s economic development agency, is currently hiring a Regional Project Manager (Operations and Policy Analyst 3). This position will provide advice and operational support by developing projects initiated by the Regional Development Officers. This position works in collaboration with the Regional Development Officers to coordinate and develop infrastructure and business-related projects. The Regional Project Manager works with policy program coordinators to recommend policy change specific to infrastructure programs. The Regional Project Manager also works with program administrators to initiate, track, and manage projects related to the Department’s business development and infrastructure programs; and provides complex technical assistance to clients as it relates to programs, grants, and other program services.

What you will do:

  • Evaluate project budget and disbursement schedule. Identify potential risks and difficulties, and design strategies to mitigate or avoid them. Collaborate with recipients and follow contracting guidelines to develop project descriptions, contractor statement of work; review and evaluate bids from contractors.

  • Manage project steps to cause participation of project recipient team members and other stakeholders. Monitor and track project budget, schedule, and performance. Coordinate project activities with internal units. Administer project contracts; monitor and evaluate contractor performance.

  • Work in concert with the Regional Development Officer to assist cities, counties, tribes, special districts, other agency staff, Federal partners, and legislators to coordinate the development of Agency projects.

  • Evaluate grant and loan applications for capital infrastructure projects using department funding sources. Work includes developing scope of work, both budgets and activities to be funded.

  • Negotiate contractual agreements and amendments between department and applicants defining terms and conditions the awards will be made.

  • Evaluate funding required programs, services, systems, and program effectiveness through comprehensive operational evaluation. Develop new information about new project scope; establish criteria to identify and measure project effectiveness; develop methods to improve operations or develop new approaches to program evaluation that serve as precedents for others.

  • Initiate and coordinate legislative changes to support policy options for funding projects Develop legislative funded projects through collaborative efforts with stakeholders and relevant agencies.

  • Manage and coordinate an agency legislative funded project tracking system of significant size and complexity. Write staff recommendations for direct legislatively funded projects.

  • Assist program staff to review statutes, rules and policy and recommend changes to regulations that will enhance the programs and streamline operations. Identify problems in interpretation of laws and rules, or areas where regulations need clarification.

The ideal candidate will possess a combination of some or all the following skills:

  • Program and/or project management experience with knowledge and experience evaluating project budgets, contract administration and inter-agency coordination.

  • Experience evaluating program guidelines and interpreting statute and rules.

  • Exhibits exceptional written and verbal communication skills, including development of compelling content for business development purposes.

  • Demonstrated evidence of strong public speaking skills and demonstrated skills in influencing and negotiation..

  • Experience working in concert with regional partners, other agency staff, Federal partners, and legislators, to assist cities, counties, tribes, special districts, to coordinate the development of projects and goals.

  • Experience in funding and programs related to infrastructure and community development.

  • Experience evaluating grant and loan applications including developing scope of work, both budgets and activities to be funded.

What you need to qualify:


A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning work.

OR;

Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.

What Business Oregon does:

Incentive programs and assistance include business finance programs, global trade assistance, infrastructure financing and other community and economic development programs.
