SUMMARY OF DUTIES
In this role, you will evaluate organizational systems for effectiveness, plan, or design improvements in operations to support Department managers and the Youth Experiencing Homelessness Program (YEHP). This is accomplished through conducting program analysis, system improvements, data quality and consistency training, legislative and policy analysis, administrative services, and project management.
This position delivers technical assistance and training to local providers in partnership with regional and statewide Performance & Evaluation teams. It ensures consistent data entry practices and supports providers in meeting reporting standards. The role includes providing intermediate-level data evaluation using both large-scale data sources and program-specific qualitative and quantitative reporting mechanisms. Data is used to understand, validate, and improve program outcomes for youth experiencing homelessness. It involves collaboration with various stakeholders to enhance data collection, reporting, and standards across Oregon.
The position also manages project steps for team members and other stakeholders, monitors and tracks project budgets, schedules, and performance, and administers project contracts and agreements. Responsibilities include monitoring and evaluating contractor and grantee services and performance, and verifying the quality of program services administered through projects or contracts/agreements. The position recommends changes to projects and obtains approvals to adjust project scope, quality, budget, and schedule as needed.
Additionally, this role performs program monitoring and analysis of contracts, grants, interagency agreements, and other arrangements with partners. The information gathered through monitoring will inform agency leadership decision-making to achieve the best possible outcomes for youth experiencing homelessness.
The position works in partnership with the YEHP team, policy teams, research analysts, staff from the Office of Contracts and Procurement, SSP leadership, and program managers from both central office and the field.
WORKING CONDITIONS
This position is located in Salem but provides central office support and coordination for grants and contracted services statewide therefore the incumbent may live anywhere.
This position works in a professional environment.
This position includes a great deal of analysis and problem-solving and may have to work with multiple partners who have conflicting priorities and requirements.
The work schedule may on rare occasion include some non-traditional work hours in the evening.
Travel, overnight stays and working after normal work hours is sometimes required. Most work is in the Salem area at meetings and on committee work groups. Valid driver's license is required.
MINIMUM QUALIFICAITONS (MQ's)
Five years of professional-level evaluative, analytical, and planning work experience that typically supports the knowledge and skills for the classification.
Education in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science, or health, human, or social services, or similar degree will substitute for experience based on the following:
An associate degree in any of the listed areas substitutes for 18 months of experience.
A bachelor's degree in any of the listed areas substitutes for three (3) years of experience.
A master’s degree in any of the listed areas substitutes for four (4) years of experience.
A Doctorate degree in any of the listed areas substitutes for five (5) years of experience.
