ACCOUNTING TECHNICIAN / ACCOUNTS PAYABLE TECHNICIAN
Salem, Oregon - CENTRAL OFFICE
The Oregon Youth Authority (OYA) is seeking an Accounts Payable Technician to join our Financial Services Division in Salem. This position is part of the Business Services team that provides critical support across the agency. As an Accounts Payable Technician, you will ensure that vendor payments, travel reimbursements, and other accounts payable functions are completed with accuracy, timeliness, and compliance.

What You Will Do
As an Accounts Payable Technician, your key responsibilities will include:
Process and audit accounts payable transactions such as travel reimbursements, expense vouchers, leases, utilities, and contract payments to ensure accuracy, compliance, and timeliness.
Review and monitor State P-Card of Oregon (SPOTS) transactions, ensuring correct account coding, appropriate documentation, and adherence to state and agency policies.
Research and resolve discrepancies by working with staff, vendors, and stakeholders, providing clear guidance and training on procedures when needed.
Maintain and reconcile accounting records by preparing expenditure batches, entering data into the statewide accounting system (SFMA/R*STARS, OregonBuys), and ensuring accuracy of entries.
Support financial reporting and process improvement efforts by compiling data for performance measures, assisting with year-end deadlines, and contributing to special projects.
Provide responsive customer service by answering inquiries, explaining technical information, and supporting staff across the agency with accounts payable procedures.
Additional Information:
Hybrid Telework: This position is required to work at the Salem Central Office 4 or more days a month depending on business needs.
Limited Duration: This is a limited duration appointment that is expected to end on or before April 30, 2026. Limited duration appointments are benefits eligible and have a designated maximum length of service. This position has the potential to become permanent.

The salary range listed is the non-PERS participating rate. If you are already a participating PERS member or once you become PERS eligible, the salary range will increase by 6%. Please review the Classification and Compensation page for more details.
This position receives annual increases on the anniversary date until the maximum of the salary range is reached.

What You Need To Qualify:
- Two years of experience calculating, recording, and maintaining accounting information that must include coding transactions and checking them for propriety, balancing, and resolving discrepancies in computer edits; OR
- One year of experience calculating, recording, and maintaining accounting information that must include coding transactions and checking them for propriety, balancing, and resolving discrepancies in computer edits AND at least 43 quarter (29 semester) credit hours from an accredited college, university, or vocational-technical school that includes 9 quarter (6 semester) credit hours in accounting. Credit hours must include introductory level accounting courses 1 and 2; OR
- Successful completion of the State of Oregon Accounting Career Mobility Program or equivalent accounting certificate program from an accredited college or university; OR
- At least 94 quarter (62 semester) credit hours or an associate degree from an accredited college, university, or vocational-technical school that includes 12 quarter (8 semester) credit hours in accounting. Credit hours must include introductory level accounting courses 1 and 2 and may include any additional accounting courses with “accounting” in the title.
Training or experience must include using a computer to enter, update, or retrieve information.
