Offender Information and Sentence Computation (OISC)

This position is a job rotation anticipated to last 12 months, though may be extended or decreased due to business need. This rotation available for current regular status employees of the Oregon Department of Corrections, Oregon Corrections Enterprises, or Oregon Board of Parole, Probation, and Post-Prison Supervision with their current manger's approval.

About the Job – Your Role

In this role, you will play a critical part in ensuring that OISC policies, procedures, administrative rules, and supporting automation remain accurate, consistent, and aligned with legislative or procedural changes. You will provide training and technical expertise to institution records staff, information staff, other DOC/OISC staff, and external partners on the application of OISC’s policies and procedures.

This includes interpreting and applying public records laws, set-aside laws, sentencing statutes, policies, and procedures to ensure consistent and lawful practices. You will also be responsible for responding to complex and hypothetical sentencing inquiries to guide judges, attorneys, and other stakeholders in achieving the court’s intended sentencing outcomes, serving as a subject matter expert to ensure accuracy, compliance, and consistency across the department.

This position is represented by American Federation of State, County, and Municipal Employees (AFSCME). This position may be eligible for Police & Fire (P&F) benefits through Public Employees Retirement System (PERS), as defined by statute.

Minimum Qualifications

A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and two (2) years professional-level evaluative, analytical and planning work.

OR;

Any combination of experience and education equivalent to five (5) years of experience that typically supports the knowledge and skills for the classification

Requested Skills

  • Strong analytical and problem-solving skills with the ability to interpret complex laws, rules, and policies.
  • Excellent written and verbal communication skills, including the ability to train and present information clearly to diverse audiences.
  • Experience developing, interpreting, or implementing policies, procedures, or administrative rules.
  • The ability to provide technical guidance and build strong partnerships with internal and external stakeholders.

Preferred Skills:

  • At least two (2) years prior experience as a Prison Term Analyst
  • Possess a Law Enforcement Database System (LEDS) Certification
  • Experience working with PTAs, OISC staff, or legal teams in a corrections environment.

Contact with AICs is likely and the possibility of exposure to material of a graphic nature and to dangerous situations (e.g. verbal or physical assault) does exist. The AICs have the poten-tial for becoming angry, hostile, abusive, and aggressive, increasing the risk for employees of physical injury, death, and/or being taken hostage. There is an inherent responsibility to pro-vide assistance through recall and/or reassignment during unrest and other emergency situ-ations occurring at the institution.

Coffee Creek Correctional Facility is tobacco free. Uses of tobacco products are prohibited within the buildings or on the grounds.

May include travel by state vehicle (employee may be required to provide own transportation in performance of duties which is compensated within state rates) to attend meetings and/or provide trainings.

Requirements for Employment

The successful candidate for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility.
