OHA is home to most of the state's publicly supported health programs. Within the Medicaid Division, this position sits in the Medicaid Policy Unit, which sets policy for more than two dozen Oregon Health Plan (OHP) programs covering physical, behavioral, and oral health benefits. Analysts lead implementation of these benefits under OHP’s Fee-For-Service or Open Card program and serve as subject matter experts to support Coordinated Care Organization (CCO) contract and compliance.
The primary purpose of this position is to lead systems and operations design for delivery of healthcare interpreter services under Oregon’s Medicaid program, the Oregon Health Plan (OHP).
This is a full-time, permanent, classified position which is represented by a union. This recruitment may be used to establish a list of qualified candidates to fill current or future vacancies.

What will you do?
The position formulates policy detailing how OHP will pay for interpreter services as a benefit, ensuring compliance with federal and state Medicaid laws and meeting the needs of OHP members. Work includes designing enrollment processes for interpreters, establishing payment methodology, and creating policy requirements for payment. The position advises Medicaid program leads (hospital, pharmacy, dental, etc.) on healthcare interpreter access and payment and writes Oregon Administrative Rules, guidance, forms, and other official documents regarding the benefit.
This position leads operational planning, design, and project management to implement Senate Bill 1578 (2024), which improves OHP members’ access to certified and qualified health care interpreter services. SB 1578 requires OHA to establish and maintain an interpreter management system (software platform) that provides online scheduling, billing, and payment. The position develops contracts with IT vendors and nonprofit organizations, administers contracts, and monitors deliverables.
The position works in close collaboration with the Health Care Interpreter Services Medicaid Strategic Planning (OPA3) analyst, incorporating strategic plans and partner perspectives into operational design. Close teamwork with Medicaid staff, other OHA divisions, and state agencies is essential to align goals and improve interpreter services for OHP members. The position also responds to requests for information, answers questions, and prepares materials to aid consumer and partner understanding of the OHP interpreter benefit.
This position will collaborate with diverse populations most harmed by social injustice and inequities and will demonstrate the ability to build and steward positive, collaborative and partnership-based relationships with diverse community groups including communities of color, immigrant groups, the disability and neurodivergent communities, veterans, older adults, individuals identifying as LGBTQIA2S+ and other communities that have been traditionally marginalized

Minimum Qualifications:
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; and two years experience coordinating or administering a program
OR
Any combination of experience or education equivalent to five years of experience that typically supports the knowledge and skill requirements listed for the classification.
Desired Attributes:
Experience leading the development and implementation of policies and programs at the community, state, and/or national level that advance health equity (address systemic health disparities, expand culturally responsive and inclusive services, factor in social determinants of health) and elevate the voice of community and those with lived experience.
Knowledge of health services delivery systems, particularly the Oregon Health Plan/ Medicaid administration in Oregon, including experience working with Coordinated Care Organizations, social safety net programs, health service providers (including Community Mental Health Programs and other behavioral health service providers), or community-based organizations.
Knowledge and experience developing, implementing, and refining policies included in the Medicaid state plan or other waiver authorities with Centers for Medicare and Medicaid Services (CMS).
Knowledge of legislative and regulatory processes; experience analyzing, applying and advising on relevant federal and state Medicaid laws and regulations as well as legislative concepts/bills; specific knowledge of Oregon Administrative Rules and Oregon Revised Statutes is valued.
Ability to foster inter-and cross-agency collaboration and to facilitate coordination of community centered policies, programs, and continuous (performance / quality / process) improvement strategies.
Strong oral and written communication skills across a variety of forums; experience communicating qualitative and quantitative information, verbal and written, that are accessible to and understood by audiences with different levels of comprehension or interest and that are culturally responsive, inclusive, and appropriate.
Knowledge about contracts/interagency agreement administration, procurement, and grant administration within the context of Oregon state government (e.g. OHA/ODHS) or other complex health services delivery organizations. Demonstrated project management experience, including ability to effectively manage multiple project timelines and priorities and promote human-centered change management.
Experience and knowledge evaluating and synthesizing quantitative and qualitative data to analyze and measure the effectiveness, efficiency, and impact of administrative and technical programs within the context of health policy / healthcare services. Knowledge of Medicaid Management Information System (MMIS) relevant functions, processes, and interfaces.
Working Conditions:
The work of this role may be conducted remotely with full access to the needed operating systems and technology. There are times that the work will need to be conducted onsite.
