The Department of Justice, Division of Child Support, is looking for an experienced Cyber Operations Analyst to join our Child Support Technology Team as a Cyber Operations Analyst (Information Systems Specialist 6) . In this role, you will be responsible for Managing Information Security and information security assets used and owned by the Department and its partners in delivering on the Department’s mission to provide outstanding legal and child support services. This senior level position works directly with the Chief Information Security Officer with the responsibility to provide information security operational expertise, process and procedure development, and provide day-to-day operational service delivery in safeguarding the Department. Work includes monitoring for end of support/end of life software and systems, security configuration management and review, performing regular vulnerability assessments in collaboration with Information Services teams (pre and post updates, enhancements, and patching), and participating in incident analysis and response. This position may require on-call or after-hours support.

Primary Job Duties (In Part)
Operations
Communications: Provide professional expertise in information security governance, risk, and compliance activities of the Department in direct support of the Oregon Child Support System, Origin, and determine the best approach to respond to and remediate audit findings. Report recommendations to Child Support Technology Services Management in response to audit findings and manage the implementation of approved recommendations; Collect, analyze, and prepare reports required for senior management, regulators, and other relevant stakeholders; Communicate mandatory information security requirements from federal, state, and Department laws, rules, policies, and standards with local, state, and federal partners working with the Department in direct support of the Oregon Child Support System, Origin.
Software: Ensure interfaces with agency partners are secure and operational; Provide solutions to the issues based on the time criticality of the normal operation of the system. Areas may include: revenue being tracked or lost; regulatory requirements being met; issues where public safety is involved; Diagnosing and resolve system issues referred from internal and external customers.
Data: Remain familiar with state-of-the-art tools within the organization and utilizing these tools for enhancements, resolving issues, and addressing the distributed needs of the agency; Analyze the impact of changing configuration on other systems and/or interfaces. Recommend appropriate solutions and coordinate changes; Perform user and group management in Microsoft Active Directory or other applicable software for service and other accounts as necessary; Evaluate and test that new security products are compatible with existing internal and external systems; Develop policy, plans, and strategy in compliance with laws, regulations, policies, and standards in support of organizational cyber activities; Perform continuous monitoring of Department information technology and data assets.
Construction
Communications: Contribute to the design and development of security and other standards, business processes, software architecture and strategic direction of the Child Support Technology Services team; Assist with the coordination of vendors, external agencies, customers and other DOJ technical staff to implement solutions; Work with business and technology staff by participating in business meetings to plan project priorities, define business requirements, and assist in cost analysis to anticipate customer resource needs.
Software: Configure or modify security and other software to support changed/re-engineered business processes using Department and Division standard toolsets and techniques; Implement/integrate new versions or new security and other related software that automates business processes; Ensure version compatibility between new releases of supported security and business applications and current operating environments; Assist in the research and evaluation of new security industry products, approaches and technology directions with focus on how they may be integrated or adopted into Department in direct support of the Oregon Child Support System, Origin, and technology systems.
Data: Provide support for Managed File Transfer Solutions; Monitor and evaluate security and other application performance and implement modifications/adjustments as needed; Diagnose and resolve security related issues; Manage, plan, and implement information security measures for the protection of data. Evaluate, conceptualize, and make recommendations to management and peers’ mechanisms to protect server systems and data. Decide issues of data level security in support of agency, customer, and partner business objectives. Manage the introduction of new information security technologies by bringing technology and business needs into the investigation and research. Develop analysis, configuration, security, and compatibility requirements with current systems as part of the planning process.

Required Experience

Five (5) years of information systems experience with release management and script development in Ant, Python, PowerShell, implementation, and support. Education will be counted as experience if degree is in Computer Science, Information Technology, or related field, or if a two (2) year accredited vocational training program was completed in information technology or related field. Work experience is based on a 40-hour work week. (Example: 20 hours a week for one year would equal six-months of work experience.)

Bachelor's Degree = Four (4) Years
Master's Degree = Six (6)
AND
Have and maintain a valid Oregon Driver’s license.
Finalists must pass a comprehensive employment reference check and fingerprint-based criminal background check. A driver history check will be included for positions requiring state vehicle driving privileges. Adverse findings will be evaluated to determine eligibility for the position.
Our Ideal Candidate Will Have:
Knowledge and understanding of NIST Security and Privacy Frameworks and an understanding of NIST 800-53 r5, NIST 800-218 version 1.1, and 800-60 volume 1 and 2.
Certifications in ISP, CISSP, CCSP, GSEC, CISM, or equivalent (preference may be given to candidates who already have one or more of these).
Certifications in Microsoft Power Platform or Microsoft Azure.
Desire and ability to learn and master new technical and business skills.
Keen understanding of information security management best practices and technology solutions.
Proactive troubleshooting, listening and problem-solving skills.
Ability to plan and perform assignments with minimal or no supervision.
