Job Description:

The Oregon Department of Early Learning and Care is excited to announce a permanent opening for a Project Fiscal Analyst (Operations & Policy Analyst 4). We’re looking for a detail-oriented project manager with strong fiscal analysis skills to help shape and guide our biennial budget. In this role, you will coordinate major budget projects from development through execution, track progress with precision, and ensure accuracy in reporting. If you enjoy managing complex projects, collaborating across teams including agency leadership, and making an impact on how resources are used to support Oregon’s families and communities, this is the opportunity for you!

This position will work a hybrid schedule of working both in the office (Salem) and at an alternate location (home). In office work is expected at least once per quarter or as needed.

What you will do:

This position supports DELC’s mission by assisting with the development, execution, and monitoring of the Department’s $1.4 billion biennial budget. As a fiscal analyst within the Budget Unit, the role serves as the primary coordinator for budget preparation, tracking, and documentation, while providing project-level fiscal analysis as assigned by the Budget Director. The Budget Unit oversees the planning, administration, and reporting of DELC’s budget, which is funded through General Fund, Other Funds, Corporate Activities Tax, and Federal Funds.

What we are looking for (minimum qualifications):

  • A Bachelor's Degree in Business or Public Administration, Finance, or related degree; and five years professional-level evaluative, analytical and planning work related to developing, executing and monitoring a budget. OR;
  • Any combination of experience and related education equivalent to eight years of professional-level evaluative, analytical and planning work related to developing, executing and monitoring a budget.

In addition, we are looking for applicants that have the following Desired Attributes (requested skills):

  • Skilled in project management: planning, coordinating, and delivering complex projects on time with clear outcomes.
  • Skilled at building relationships, supporting and advising program managers, leadership and external partners, on fiscal matters, with the ability to explain complex financial issues clearly.
  • Demonstrated experience in preparing, monitoring, and analyzing large budgets, including variance analysis and reporting.
  • Experience identifying issues, analyzing trends, and recommending solutions to improve fiscal processes and long-term planning.
  • Understanding of federal and state funding rules, laws, and fiscal requirements, with ability to apply them to budgeting and grants.
  • Experience designing and streamlining systems for efficiency, accuracy, and accountability.
  • Proficiency in financial tracking, reporting, and using tools such as spreadsheets, databases, and financial systems.
  • Dedicated to incorporating diversity, equity and inclusion principles into project management, budgeting, and resource allocation to support equitable outcomes.
