This position is Hybrid Remote while most duties will be performed from our central office in Salem. In addition, the ability to report to Salem and district locations is required when business or operational needs are dependent on onsite activities.

What we are looking for:
As the Workforce Development Analyst you will develop and implement agency policy, procedures, and programs, project planning, and provide communication to all employees in areas including but not limited to; employee development, training, succession planning, affirmative action, equal opportunity, cultural competency, and diversity, equity, and inclusion. Responsibilities include:
- Develop programs, policies, reports, long-range plans, goals, objectives, and milestones, and evaluate program effectiveness.
- Engage the organization in dialogue that promotes understanding, respect, and belonging in the work environment
- Collect data, conduct analyses, and provide reports to the agency.
Minimum Qualifications
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills
and
Four years professional-level evaluative, analytical and planning work.
OR
Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.

Note: Driver’s License Check - This position requires the operation of a state vehicle for the purpose of conducting official State business. If your license is from outside Oregon, you must submit at least a three-year court/DMV printout. If you have an Oregon driver’s license, a record check will be conducted on the top candidate to ensure a valid license and acceptable driving record.
Desired Skills:
- Ability to strategically plan, implement, and monitor programs and initiatives.
- Intermediate skill with Workday data reporting and analysis.
- Advanced ability with project management.
- Ability to effectively communicate across various methods, including verbal, virtual, email, and in-person venues.
- Ability to facilitate meetings and work groups and to foster healthy dialogue while also driving toward decision-making.
- Adept at public speaking in organized, facilitated events and in town-hall settings.
- Ability to manage high levels of ambiguity and create clarity.
- Ability to manage multiple tasks and deadlines; work independently and be self-motivated; learn and absorb complex information quickly; work well as part of a cross-functional team and be supportive of colleagues; and adjust to changing workflow demands.
