Job Description:

This limited duration opportunity is scheduled to last through June 30, 2027. There’s a chance that this position may become permanent.

We will also consider filling this position as a job rotation assignment for current state employees. The Department of Consumer and Business Services (DCBS) is a progressive business regulatory state agency dedicated to the mission of protecting and serving Oregon's consumers and workers while supporting a positive business climate. The department administers state laws and rules governing workers' compensation, occupational safety and health, financial institutions, insurance companies and building codes. The department has consumer protection and education programs, offices, and ombuds to help consumers, injured workers, and businesses.

This position is with the Director's Office. The Director's Office provides DCBS with overall leadership. The director and deputy director provide general supervision over DCBS programs and divisions, as well as policy direction for the department. Included in the Director's Office are: Legislative Director, External Affairs Director, Organizational Culture & Employee Engagement Director, Internal Auditor, Office of Equity, Communications Services Section, Employee Services Section, Ombuds Office for Oregon Workers, and Small Business Ombudsman.

This position is eligible to telework on a part-time basis once the incumbent has gained the proficiency to perform work independently. However, regular, scheduled office hours are also required.

Here’s what you will do:

As the Legislative and Strategic Initiatives Coordinator your duties will include:

  • Providing legislative and policy analysis

  • Tracking legislative process

  • Developing administrative procedures or rules to implement legislation for the Government Relations section within the Director’s office

  • Evaluating organizational systems for effectiveness

  • Developing and leading strategic initiatives to improve operations that drive employee engagement and achievement of the agency’s strategic goals for the Organizational Culture and Employee Engagement section within the Directors office

  • Collecting data, conducting research, analyzing, and evaluating information using adaptive and new methods to develop systems, plans, policies, and policy positions that affect the agency as a whole

  • Testifying before legislative committees and communicating agency policy and initiatives to a wide-ranging and diverse set of interested parties

Here’s what you need to qualify:

Minimum Qualifications:

  • A bachelor's degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; AND four years professional-level evaluative, analytical and planning work

OR

  • Any combination of experience and education equivalent to seven years professional-level evaluative, analytical and planning work

Requested Skills:

  • Experience with the Oregon state legislative process, including legislative tracking and policy development

  • Experience analyzing legislation to understand impacts on agency programs and services

  • Experience synthesizing information from multiple sources into clear and concise written analysis

  • Experience in project management, organizational development, and/or process improvement

  • Experience facilitating program and priority discussions, including decision-making and articulating information to various audiences

Additional information:

  • Per the Pay Equity Law passed in 2017, a pay equity analysis will be conducted to determine what pay step the successful candidate will be offered. The analysis will be based on the relevant experience, education, training, and certifications documented in the application materials. On average, candidates new to state service will most likely be offered compensation in the lower to mid-level of the salary range.

  • The salary range listed is the non-PERS eligible rate. If you’re already a participating PERS member or once you become PERS eligible after 6 months of employment, the salary range will increase by 6.95% and the required 6% employee retirement contribution will be deducted from your pay.

  • The successful candidate must have a valid driver's license and a satisfactory driving record. Before an offer of employment, DCBS may request that you provide an official driving record.
