Are you an experienced business operations leader with a passion for driving strategy, improving systems, and managing complex budgets? Join our Facilities Services team as a Business Operations Supervisor 2, where you’ll play a vital role in the strategic and day-to-day management of business operations that support statewide capital construction, maintenance, and distribution projects.

This is a full-time, in-person position that requires on-site attendance at our office five days a week.

About the Job – Your Role

As the Business Operations Supervisor, you’ll lead the financial, operational, and administrative functions of Facilities Services. You’ll work directly with leadership to align resources with program goals, provide expert guidance on budgets and fiscal policy, and supervise systems that support everything from procurement and reporting to fleet and automation management.

Your key responsibilities will include:

  • Budget & Fiscal Oversight: Lead budget development and execution, prepare financial projections, and advise administrators on budget strategy. Monitor multiple cost centers, reconcile expenditures, and ensure fiscal activities meet all agency and state requirements.
  • Purchasing & Accounting: Oversee contract expenditures, capital disbursements, and asset tracking. Coordinate financial reporting and develop systems for accurate data management.
  • Fleet Management: Manage over 350 agency vehicles, ensuring compliance with state regulations, coordinating utilization audits, overseeing fuel card systems, and leading transition efforts toward electric vehicles.
  • Program Administration: Collaborate with the Facilities Administrator to shape and implement business philosophies, policies, and strategic objectives. Direct daily business operations and lead cross-functional teams.
  • Automation & Data Systems: Oversee information resource activities, evaluate and implement software systems, and ensure integration with state reporting platforms for capital improvement projects.
  • Research & Policy Development: Analyze legislative and regulatory changes, prepare reports and position papers, and lead research efforts to improve system efficiency and agency impact.
  • Leadership & Strategic Planning: Serve on the Facilities Services Leadership Team, participate in long-term planning, and coordinate internal and external communications for the program.

This position is management services and may be eligible for Police & Fire (P&F) benefits through Public Employees Retirement System (PERS), as defined by statute.

Minimum Qualifications

  • Four years of lead work, supervision, or progressively related experience; OR
  • One year of related experience and a bachelor’s degree in a related field.

Requested Skills

  • Strong background in budgeting, purchasing, and business operations within a large or complex organization
  • Financial Reporting & Reconciliation – Ability to track expenditures, manage multiple cost centers, and ensure fiscal accuracy
  • Procurement & Contract Oversight – Knowledge of public purchasing processes, vendor management, and contract compliance.

Working Conditions

Daily contact with incarcerated felony offenders. Standard office environment and daily use of computers and office automation software. Occasional overnight travel to statewide institutions and construction job sites. Work often involves frequent interruptions, high stress, short timeframes, strict multiple deadlines, conflicting and competing priorities, and sensitive issues. Requires the use of tact and sensitivity. May be required to periodically work extended hours. May be required to use a state vehicle to conduct business; must have a valid driver’s license and a good driving record.

The successful candidate for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility.
