The Oregon Health Authority (OHA), Public Health Division (PHD), Family and Child Health Section (FCH) is recruiting for a Quality Assurance and Improvement Strategist (Operations and Policy Analyst 3) to lead, plan, coordinate and execute all aspects of Quality Assurance and Continuous Quality Improvement (QA/QI) assessment and policy work for the Universally offered Home Visiting (UoHV) program called Family Connects Oregon (FCO). This includes development and management of a QAQI plan, QAQI policy and procedures, and assessment and reporting of QAQI outcomes. The Quality Assurance and Improvement Strategist will focus on assuring measurable improvement to FCO’s utilization, effectiveness, performance, accountability, efficiency, outcomes, and other measures of quality, ultimately contributing to improved population health including health equity in Oregon. The strategist will work in close coordination and consultation with the other FCO program staff, members of the FCH home visiting team, the FCH Assessment, Evaluation, and Informatics (AEI) Team, and the FCO Advisory Committee, to ensure home visiting design, implementation, and results in Oregon meet determined quality standards.

What We Are Looking For

Minimum Qualifications: These qualifications must be visible in your application for consideration.

A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning work.
OR
Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.

  • Experience with Public Health, Maternal and Child Health, and/or healthcare systems. Bonus if healthcare business experience.

  • Background in Quality Assurance and Improvement (QAQI) planning, data collection, analysis, and reporting.
  • Experience identifying barriers to success on a program or system level and developing solutions.
  • Consensus builder and collaborator; experience working with partners to achieve a goal.
  • Experience in advancing health equity, addressing systemic health inequities and collaborating with diverse communities.
