As a Capital Finance Analyst, you are part of the Department of Administrative Services, Chief Financial Office, Capital Finance and Planning Section (CFPS). The CFPS has statewide responsibility for: 1) debt issuance and administration for multiple financing programs; 2) development of the Governor's Budget and required enabling legislation for bond issuance and capital construction authorization; and 3) administration of the Financing Agreements program under ORS chapter 283.

The Capital Finance Analyst will provide technical support for statewide administration of CFPS’ financing programs, including general obligation bonds, revenue bonds, certificates of participation, and tax anticipation notes. Additionally, you will administer the planning, analysis, issuance, repayment, and ongoing legal and contractual compliance for the financing programs. Your role performs complex analyses, works with data from statewide systems, provides alternative solutions, and makes recommendations to the CFPS Manager. You will coordinate with multiple agencies, bond counsel, tax counsel, the Department of Justice, and the legislative fiscal office to ensure compliance with state laws, federal regulations, and bond covenants in relation to uses of bond proceeds and post-issuance tax compliance associated with tax-exempt bonds.

What We Are Looking For

Minimum Qualifications:

  • Seven years of experience and responsibility: a) analyzing information from complex statewide systems; b) identifying organization wide financial issues; c) generating alternatives and implementing solutions to resolve these issues; and d) building consensus and consistency across entities with unrelated missions.

OR

  • A Bachelor's Degree in a related field AND Four years of experience and responsibility: a) analyzing information from complex statewide systems; b) identifying organization wide financial issues; c) generating alternatives and implementing solutions to resolve these issues; and d) building consensus and consistency across entities with unrelated missions.

NOTE: A higher level degree (Masters or Doctorate) may substitute for one year of experience.

Desired Attributes:

  • Skill in communicating effectively (orally and in writing) as appropriate for the needs of the audience.

  • Experience working in teams (to include staff, external organizations and/or elected officials) to bring multi-faceted assignments to a successful conclusion.

  • Experience preparing and presenting recommendations and reports for a variety of recipients.

  • Experience reviewing, researching, analyzing, evaluating, and managing complex budget and policy issues.

  • Intermediate knowledge of Excel or similar spreadsheet software.

  • Demonstrated experience applying laws, rules, and policies and accurately evaluating information.
