About the Office of Financial Services

The Office of Financial Services (OFS) operates as a shared financial service for ODHS and Oregon Health Authority (OHA). The Office of Financial Services (OFS) provides leadership and management, fiscal policy direction, financial systems management, and coordination of core financial accounting, payroll, and financial reporting services for ODHS and OHA. OFS management leads and supervises staff in the areas of Financial Reporting, Taxation, Federal Grant Management and Reporting, Cash Flow Management, Proprietary and Governmental Fund Accounting, Revenue Application, Cost Allocation, Interface, E-Commerce, Accounting Structure, Accounts and Contracts Payable, Trust Accounting, Accounts Receivable, Payroll and Benefits, Cash Receipting, Treasury and Account Reconciliation for ODHS and OHA.

Summary of Duties

As an Accounting Technician, you will:

As the Accounting Technician, you will maintain specialized accounting record systems, including checking financial transactions for propriety, resolving errors, balancing accounts, and records, and preparing reports. You will work in various OFS units and perform functions that compute, calculate and records financial, statistical, and numerical data to record details of business transactions to maintain accounting records and/or for use in statistical studies.

  • Financial Transactions: Ensure financial documents are complete, accurate, and have proper authorizations.
  • Monitor and give information about of fiscal areas, such as federal and state grants, budgets, monthly benefit accounts, contracts, etc.
  • Diagram the flow of a transaction through an accounting process using debits and credits to decide if the more complex accounting entries are correct. Review errors and edits to isolate problems and decide how to resolve
  • them.
  • Maintain Accounting Records: Review and process contested or complicated financial transactions.
  • Perform verification of computer uploads to accounting records for accuracy.
  • Balance and examine for accuracy, propriety, and reasonableness monthly revenues and expenditures, subsidiary and control accounts, collections, inventory, and other financial information having interrelated accounts.
  • Reporting: Prepare financial and statistical reports, such as statements of cash receipts and disbursements, accounts payable, accounts receivable, supporting schedules, profit and loss statements, and other detail and summary reports pertinent to the operation of the agency.

Minimum Qualifications

  • Two years of experience calculating, recording, and maintaining accounting information that must include coding transactions and checking them for propriety, balancing, and resolving discrepancies in computer edits; OR
  • One year of experience calculating, recording, and maintaining accounting information that must include coding transactions and checking them for propriety, balancing, and resolving discrepancies in computer edits
  • AND at least 43 quarter (29 semester) credit hours from an accredited college, university, or vocational-technical school that includes 9 quarter (6 semester) credit hours in accounting. Credit hours must include introductory level accounting courses 1 and 2;
  • OR at least 94 quarter (62 semester) credit hours or an associate degree from an accredited college, university, or vocational-technical school that includes 12 quarter (8 semester) credit hours in accounting. Credit hours must include introductory level accounting courses 1 and 2 and may include any additional accounting courses with “accounting” in the title.
  • Transcripts are not mandatory during the application process, but you are highly encouraged to submit them. They will be used to assess if you fulfill the educational requirements. You must provide them when an offer is extended.
  • NOTE: Training or experience must include using a computer to enter, update, or retrieve information.

  • Proficiency in MS Excel: Functions such as sum, average, count and understand basic formatting, able to build simple formulas to calculate data, and have a basic understanding of pivot tables, basic understanding of macros.
  • Communication: Skill communicating with diverse groups, either verbally or in writing, to gather or exchange information or clarify and answer questions.
  • Reliability: To show people that one can be depended upon. A team needs to be able to rely on all members of the team to do their part.
  • Workload Management: The process of efficiently distributing and managing work across your team.

Working Conditions

  • This is a non-supervisory position and will take place in an office setting with a hybrid option.
  • During the training period you will work in our Salem office, Monday to Friday, 8:00am to 5:pm, PST. After training is completed and depending on work performance and business need, you may have the opportunity to work a hybrid work schedule where you will work 2 or 3 days per week in the office and remote the rest of the week.
  • This position may have stressful situations that may require quick decision-making to ensure those being serviced.
