The Oregon Department of Corrections is actively recruiting to fill an Operations Program Manager (Business Operations Supervisor 2) position. This position is located at our ODOC Headquarters in Salem, Oregon. This position is approved to work a hybrid schedule of in-office and remote work. This is a job rotation estimated to last six months. You MUST be a current for ODOC, BOPPPS, and OCE employee (contract workers excluded) to apply. About the Job – Your Role

The Operations Program Manager (Business Operations Supervisor 2) will administer, direct, control, organize, plan, manage, and coordinate all activities related to Institution Work Programs (IWP), Law Enforcement Data Systems, and Criminal Justice Information Systems and acts as a principal advisor for institution work programs’ operations and issues affecting the Oregon Department of Corrections. This position serves as the direct supervisor of one FTE Program Analyst 1 within the IWP program plus provides leadership and direction for 15 FTE Program Analyst 1 and 2 who provide IWP services at each facility. This position provides Local Agency Security Officer functions for the DOC, interfacing with the Oregon State Police.

Minimum Qualifications

  • Four (4) years of lead work, supervision, or progressively related experience; OR
  • One (1) year of related experience and a bachelor’s degree in a related field.

Requested Skills

  • Provides detailed analysis and interpretation of laws, rules, and policies to advise or make recommendations to DOC leadership and external stakeholders.
  • Assesses program operations and statutory changes, implementing necessary adjustments to ensure continued compliance.
  • Clearly presents complex information to varied audiences, including agency leadership and external partners.
  • Leads and collaborates with diverse teams across multiple facilities and divisions to support shared goals and operational consistency.
  • Administers programs through strategic oversight and direction, ensuring operational effectiveness and risk management.
  • Evaluates program processes, systems, and services to enhance efficiency, establish internal controls, and support long-term program success.
  • Identifies project stakeholders, tasks, timelines, and resources.
  • Resolves issues, determines appropriate actions, and communicates project goals across institutions.

Preferred Skills

  • Knowledge of Measure 17 and its impact on correctional operations, including adults in custody (AICs) work requirements and institutional compliance.
  • Experience and/or knowledge of Institution Work Program (IWP) activities, including development, implementation, and oversight.

Working Conditions

This position is based at ODOC Headquarters in Salem, Oregon, with a hybrid work schedule combining in-office and remote work. It requires regular use of office equipment such as fax machines, copiers, computers, software, printers, and telephones.

The role also involves frequent visits to correctional institutions and central administration offices. The incumbent will attend meetings and may provide training at various correctional facilities and other locations. Occasional exposure to a hostile work environment, including interactions with agitated adults in custody (AICs), should be expected.

The salary range listed above is for non-PERS qualifying applicants. PERS qualifying applicants may be eligible for an adjusted range to reflect an additional 6.95%.

Requirements for Employment

The successful candidate for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility. Due to CJIS requirements related to system access, there may be some felony convictions that could disqualify you for this position.
