The Department of Consumer and Business Services (DCBS) is a progressive business regulatory state agency dedicated to the mission of protecting and serving Oregon's consumers and workers while supporting a positive business climate. The department administers state laws and rules governing workers' compensation, occupational safety and health, financial institutions, insurance companies and building codes. The department has consumer protection and education programs, offices, and ombuds to help consumers, injured workers, and businesses.

This position is with the Building Codes Division (BCD). BCD adopts and enforces the statewide building code relating to the construction, reconstruction, alteration and repair of buildings and other structures and the installation of mechanical, plumbing, and electrical devices and equipment.

This is a management service position and is not represented by a union.

This position is eligible for hybrid remote work on a part-time basis once the incumbent has gained the proficiency to perform work independently. However, regular, scheduled office hours are also required.

Here’s what you will do:

As a Chief of Plumbing Program, you will:

  • Manage and coordinate consistent statewide plumbing specialty code programs including code adoption, interpretation, statewide application of the code, enforcement, rule development, licensing, and training.

  • Help achieve the division's mission of assuring safe construction by ensuring appropriate plumbing specialty code rules are promulgated and followed for carrying out the statewide plumbing specialty code.

  • Evaluate policy alternatives and advises agency leadership about recommendations.

  • Respond to questions that are generally complex and highly specialized to the plumbing program but may also cross program lines, agency lines, and involve labor, contractors, local jurisdictions and other significant stakeholder groups.

  • Serves as the technical expert on plumbing program issues to the State Plumbing Board and advises the board on code issues.

Here’s what you need to qualify:

Minimum Qualifications:

A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and five years professional-level evaluative, analytical and planning work.

OR

Any combination of experience and education equivalent to eight years of experience that typically supports the knowledge and skills for the classification.

Required Certifications: (must be obtained within 6 months of hire)

  • An Oregon Inspector Certification,

  • A Plumbing Inspector Certification or A-Level Plumbing Inspector Certification,

  • A Medical Gas Inspector Certification

Requested Skills:

  • Proficient in public speaking.

  • Significant technical expertise in the plumbing specialty code.

  • Excellent oral as well as written communication skills

Additional information:

  • Per the Pay Equity Law passed in 2017, a pay equity analysis will be conducted to determine what pay step the successful candidate will be offered. The analysis will be based on the relevant experience, education, training, and certifications documented in the application materials. On average, candidates new to state service will most likely be offered compensation in the lower to mid-level of the salary range.

  • The salary range listed is the non-PERS eligible rate. If you’re already a participating PERS member or once you become PERS eligible after 6 months of employment, the salary range will increase by 6.95% and the required 6% employee retirement contribution will be deducted from your pay.
