The Oregon State Police in Salem, Oregon is hiring for one (1) Full-Time, Limited Duration Operations and Policy Analyst 1 position – expecting to end on or before 06/01/2026. This position will be in-office without the option for a remote or hybrid work schedule.

The salary listed is the non-PERS (Public Employee Retirement System) qualifying salary range. Prior to applying you should ensure all sections of your Workday Job History page is accurate and complete. This information is utilized during the pay equity analysis phase.
Summary of Job Duties:
In this position, you will be responsible for all aspects of creating, researching, developing, implementing, and coordinating the Sex Offender Registration’s (SOR) section administrative rules and procedures; developing legislative concepts to help SOR (and the State of Oregon) with the goal of full implementation of the Sex Offender Registration and Notification Act guidelines (SORNA).
You will also revise established procedures and administrative rules, develop new ones based on information gathered from research and analysis into the requirements of SORNA, and coordinate their implementation and apply them. In this position, you will also stay current with pending state and national legislation and best practices related to sex offender reporting requirements, work closely with federal partners, state agency policy makers and stakeholders, and the SOR’s program analyst and management team to develop policies, procedures, rules, and draft and introduce legislative concepts to Department leadership toward the goal of full SORNA compliance.
Minimum Qualifications/Eligibility Requirements:
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills;
OR
Any combination of experience or education equivalent to three years technical-level experience that typically supports the knowledge and skill requirements listed for the classification.
Preferred Skills:
Experience effectively communicating in both written and verbal formats, to various audiences, about topics including compliance issues, program specifications, software modifications, and process improvements.
Experience reviewing and analyzing legislative concepts, bills, statutes, administrative rules, regulations, policies and procedures, and providing comprehensive findings and reports to management and other recipients.
Administrative procedures and systems such as record keeping and managing filing systems, design and use of business forms and office terminology.
Experience evaluating programs, services, systems and program effectiveness through comprehensive operational research.
Experience analyzing business needs and product requirements to create or design a system.

Special Qualifications:
