Job Description:

The Oregon State Board of Nursing (OSBN), with the help of its staff, interprets the Oregon Nurse Practice Act, evaluates and approves nursing education and nursing assistant training programs, issues licenses and renewals, investigates complaints and takes disciplinary action against licensees who violate the Oregon Nurse Practice Act. OSBN also maintains the nursing assistant registry and administers competency evaluations for nursing assistants and provides testimony to the legislature and other organizations as needed.

A Day in the Life of a Licensing Technician


As a member of OSBN’s Licensing Department you will join a specialized team of professionals who are responsible for the:

Application Review and Licensure Process

  • Evaluate applications and corresponding documents to determine licensure and certification eligibility for nursing professionals throughout the state of Oregon and for those nursing professionals wishing to obtain licensure in Oregon.
  • Perform research regarding other states' rules or requirements as part of the application evaluation process as necessary.
  • Issue licenses and renewals in compliance with agency and department processes and procedures and in accordance with the NPA.
  • Perform independent research to interpret and apply laws and rules to the licensure and certification application process as well as other departmental processes and procedures (as applicable).
  • Create and enter application and corresponding materials into a database to establish an applicant record for receipt of current and future licensure and certification fees.
  • Crosstrain with other department staff in processing, organizing, filing, obtaining supporting documentation and entering, or updating data of a variety of different licensure and certification applications.

Monitoring of OSBN's Call Center and Message Center (email)

Licensing Technicians must be prepared to (or have the resources to):

  • Explain and clarify specific requirements, rules and laws governing licensure and certification of an applicant in the state of Oregon.
  • Interpret Oregon Nurse Practice Act (NPA).
  • Promote knowledge and awareness about the license verification website, the agency website, online services and written materials.
  • In accordance with state law, provide instructions and resources for completing the licensing application and the submission process.
  • Explain the steps required to complete the licensing, certification and criminal background check process.

  • Other duties as assigned.


What We’re Looking For (Minimum Qualifications)

  • Three years of experience performing public contact and/or customer service duties comparable to the work of a Public Service Representative. Please Note: At least two years of this experience must include dealing with the public in-person or by phone providing information about services and programs; explaining rules, programs and procedures; and/or providing assistance, explaining requirements and gaining compliance.
  • Preference may be given for experience providing service in an area of specialization specific to the position opening.


What Makes You Stand Out (Preferred Qualifications)

  • Skill in researching a variety of sources and analyzing information in order to clarify issues and resolve problems for the public.
  • Skill in using Microsoft 365 Suite (Bonus if you REALLY enjoy using SmartSheets and LOVE SharePoint!).
  • Previous experience using specialized reference materials such as laws, policies, statutes to perform one or more job duties.
  • Skill in communicating with persons of diverse points of view, backgrounds and experiences in an effort to create a more inclusive, customer-focused (internal AND external) environment.
