This position is available for current regular status employees of the Oregon Department of Corrections, Oregon Corrections Enterprises, or Oregon Board of Parole, Probation, and Post-Prison Supervision.
About the Job – Your Role
In this role you will oversee and coordinate statewide administrative programs related to AIC (Adults in Custody) population management. You will be responsible for managing classification systems, facility design, housing capacity, and contract bed utilization while ensuring the strategic placement of AICs in appropriate custody levels. You will play a key role in high-risk population management, including Intensive Management Unit (IMU) assignments, protective custody, and administrative segregation decisions.
You will directly impact DOC policy, resource allocation, and public safety, requiring collaboration with institution leadership, external agencies, legislative bodies, and criminal justice partners. You will provide oversight of the Interstate Corrections Compact program, handling high-profile AIC transfers, witness protection cases, and inter-agency agreements.
As the Operations Manager you will lead key personnel, including the Interstate Compact Coordinator, Treatment Assignment Screening Coordinator, Capacity and Movement Coordinator, and Executive Support Specialist, ensuring effective operations and service delivery for the statewide AIC population management program.
This position is management services and may be eligible for Police & Fire (P&F) benefits through Public Employees Retirement System (PERS), as defined by statute.
Minimum Qualifications
Five (5) years of lead work, supervision, or progressively related experience;
OR
Two (2) years of related experience and a bachelor’s degree in a related field.
Requested Skills
- Strong leadership skills with expertise in policy development, resource management, and program oversight.
- Ability to analyze complex data, manage classification systems, and oversee correctional housing strategies.
- Experience in legislative coordination, inter-agency collaboration, and high-risk population management.
- Proficiency in supervising staff, managing large-scale programs, and making high-stakes decisions.
- Excellent written and verbal communication skills, with the ability to present complex information clearly to diverse audiences, including internal teams and external stakeholders.

- Possess a Law Enforcement Database System (LEDS) Certification
- Experience with the STATIC-99R tool
- Experience with JJPS/JJIS and Oregon eCourts

Working Conditions
This hybrid remote position is based at Headquarters in Salem, Oregon. The incumbent may need to report in person within two hours, work on-site, or travel to institutions as required.
Work involves prolonged sitting, extensive computer use, and balancing multiple priorities under deadlines with frequent interruptions. The role may require lifting up to 50 pounds and ensuring security protocols at department offices and institutions. The incumbent must work efficiently both remotely and in a team setting, adapting to evolving demands, including after-hours, weekend, or overnight in-state travel. A valid driver's license and clean driving record are required.
This position requires working inside correctional facilities, with direct contact with adults in custody (AICs), exposure to graphic materials (e.g., assault reports and photos), and potential risks, including verbal or physical assault.
The role involves handling difficult phone calls and meeting with maximum-custody AICs with violent histories. Regular interaction with agency staff, legal professionals, and the public requires confidentiality, tact, and diplomacy. Incumbent is responsible for answering phone calls from callers who are often hostile, frustrated and lash out; must be able to answer their questions calmly and diffuse the situation. Will be required to participate in in-person meetings with maximum custody AICs who have violent history towards staff, other AICs and community members. Has regular telephone, email and in-person contact on a daily basis with staff throughout the agency, staff from other departments and agencies, defense attorneys, District Attorney’s and the public. Often deals with sensitive issues that require confidentiality, tact and diplomacy.
DOC buildings and institutions are tobacco free. Use of tobacco products are prohibited within the buildings or on the grounds.
