This position will be filled as a promotion; you must be a current permanent employee of the State of Louisiana, serving in a permanent, classified position, in order to qualify.

The GIS Analyst 3 will be the point-of-contact for the Office of Cultural Development's State Historic Preservation Office (SHPO). This position will work closely with contractors to convert the current submission system into a new online submission system tied to the GIS, and they will be responsible for maintaining the OCD submittal system as development.

Minimum Qualifications

Four years of experience in using geographic information systems (GIS), using digital mapping and/or surveying technology, or in aerial photography; OR

Twelve semester hours in a computer science, GIS, or geospatial field plus three years of experience in using geographic information systems, using digital mapping and/or surveying technology, or in aerial photography; OR

A bachelor’s degree with twelve semester hours in a computer science, GIS, or geospatial field plus two years of experience in using geographic information systems, using digital mapping and/or surveying technology, or in aerial photography.

Job Duties and Other Information

Job Duties:

As a GIS Analyst, you will play a key role in collecting, analyzing, and visualizing geographic data to support planning, decision-making, and operational initiatives. In this role, you will:

  • Evaluate current GIS data for all SHPO programs in preparation for development of a new web GIS data submission portal
  • Collaborate with contractors to design and build a functional submission system for internal and external users, including Section 106 requests, archaeological site forms, standing structure forms, and other cultural resource submissions
  • Coordinate with CRT Information Services Division and ESRI to ensure system compatibility with security requirements
  • Serve as GIS analyst by entering, managing, and maintaining the Louisiana Cultural Resources Map database
  • Maintain and support the publicly accessible database used across DHP programs and by cultural resource management firms for Section 106 review
  • Assign unique resource ID numbers and manage integration of Louisiana Historic Resource Inventory (LHRI) forms into GIS databases
  • Review and guide staff and external users to ensure LHRI submissions meet required standards
  • Map, verify, and correct spatial data, including updating existing maps and creating new GIS maps for DHP and Cultural Development programs
  • Maintain GIS datasets for archaeological sites, cultural resource surveys, cemeteries, shipwrecks, and related records; support updates and data integrity
  • Develop and manage GIS applications, internal tools, and web mapping systems for divisions within the Office of Cultural Development, including Arts, CODOFIL, and the Atchafalaya National Heritage Area

Position-Specific Details:

  • Appointment Type: This position will be filled as a promotion; you must be a current permanent employee of the State of Louisiana, serving in a Classified position, in order to qualify.
  • Work Schedule: This is a full-time position that reports in-office. This position may be required to work evenings, weekends, holidays, and/or overtime. This position may be required to travel.
  • Location: This position is located at the Capitol Annex Building in Baton Rouge, LA.
