Reporting directly to the Chief Financial Officer (CFO), the Director of Finance & Analysis is responsible for providing financial insight and projections that inform agency leaders to make sound organizational decisions. The Director of Finance & Analysis will assemble and summarize data, prepare reports, and present findings, along with recommendations. The Director will develop various ad hoc models, processes, and reports to track key metrics, analyze and interpret data. The position requires a strong financial (not governmental) reporting background and the ability to manage a staff of analysts (in-house and consultants). The position will work closely with the accounting department, commercial, operations and rail groups within the Port of New Orleans (Port NOLA) and New Orleans Public Belt (NOPB).
The ideal candidate is a strategic and analytical finance leader with a strong background in financial reporting outside of a governmental framework. They bring proven experience managing and developing teams, along with the ability to translate complex financial data into clear insights for executive audiences. This individual is highly collaborative, able to build strong partnerships across diverse business units, and comfortable operating in a dynamic, multi-entity environment. A master’s degree in a relevant business discipline and/or a Certified Public Accountant (CPA) are strongly encouraged.
7+ years of work experience in a business or related setting with progressive, increasing roles of responsibility over segments of the organization and management of individuals
Job Duties and Other Information

Essential Duties & Responsibilities
Reporting: Lead, plan, and direct the development and analysis of forecasts, inventories and strategic plans, working across all functional areas of Port NOLA and NOPB, and institute monthly reporting/ tracking and reviews
- Issue monthly, quarterly, and annual managerial reports with the assistance of the accounting department
- Publish required volume and financial data to EMMA as required
- Calculate and monitor debt covenant and other bond requirements
- Reviewed business transactions, including contracts to determine proper application of Generally Accepted Accounting Principles (GAAP)
- Monitor and adhere to GAAP, GASB and FASB pronouncements, as well as lease accounting standards (ASC 842)
- Drive continuous improvement around transparency, timeliness, and accuracy of reporting
Financial Planning: Build and own the rolling forecast and long-range planning process
- Collaborate closely with finance and functional teams to gain insight into performance drivers and identify the impact of these key drivers in results and subsequent forecasts
- Develop multiyear volume and revenue forecast
- Create financial models to project cash flows
- Monitor debt levels, needs, and capacity
- Develop annual rating agency presentations and presentations for future capital raise needs
Capital Investment Program (CIP): Work with the Engineering and Operations Divisions to develop plans based on operational and capital maintenance needs based on funding sources and availability
- Coordinate the three-, five-, and ten-year capital investment program projections
- Facilitate funding discussions with government affairs and others for possible grant funding sources
- Assist with public and or bank revenue bond issuance to fund CIP program
Organizational Leadership: Build relationships and influence financial resources not under direct reporting relationships (i.e., subsidiary employees) to effectively manage organizational planning timelines and output
- Manage the annual audit with the outside auditors and managing internal stakeholders
- Work directly with CFO to exercise the overall vision and goals of the department
- Lead and/or participate in complex special projects and provide guidance to staff leading special projects
- Attend conferences, workshops, and meetings as assigned by CFO
- Support the CFO as needed on special projects and initiatives
- Manage and support employees, as assigned, to ensure completion of essential duties and responsibilities while being a mentor
Financial Analyses: Complete ad hoc strategic, financial, and operational analyses including new business models, strategic partnerships, etc.
- Develop presentations for the Board and senior leadership team with insights and targeted actions for Port NOLA and NOPB decisions
- Maintain a strong focus on process improvement opportunities to increase the efficiency and/or effectiveness that continues to drive alignment and leverage resources between the agencies (Port NOLA & NOPB)
- Create functional strategies and specific objectives and develop budgets/policies/procedures to support the infrastructure in the expanding maritime and rail business opportunities
Management Reporting & Support: Develop and manage standardized productivity reporting using a data driven focus that emphasizes efficient and effective use of maritime and rail resources, and provide insights into variances from benchmark levels as communicated by agency leaders and directors
- Manage the development of the annual comprehensive financial plan, along with scenario analysis and periodic reforecasting
- Design reporting to effectively drive performance, venturing away from solely standard profit and loss based financial reports and towards the addition of focused reports allowing analytical insights into key areas of performance as outlined in strategic priorities
- Develop capital reporting to effectively support appropriate decisions and understand future cash demands
- Manage and oversee development of ERP modules with internal stakeholders, outside software owners, and consultants in order to progress the reporting and support functionality
Investment & Treasury Management
- Manage the various investments in the Port and Rail reserve accounts
- Work with the accounting department on short- and long-term cash needs
- Perform reconciliations and drawdowns on bond proceeds; work with bond counsel and internal team in adherence with requirements for spending and recording bond-related funds
Other duties as needed
