The Office of Technology Services (OTS) aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within the Executive Branch Departments. The Office of Technology Services will work to increase the return on the State's investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering skilled and professional staff.

This position is part of the Edge Operations team within the Office of Technology Services (OTS) – Network Communication Services and plays a critical role in advancing and maintaining edge network infrastructure that supports Louisiana state agency offices and state-owned or leased multi-tenant facilities. Working closely with the OTS network architect, the Senior Network Engineer contributes to the evaluation and development of emerging technologies, creates implementation strategies and deployment playbooks, and ensures consistent application of networking standards across all regions. The role also acts as a Tier 3 escalation resource and collaborates with core/data center senior engineers to ensure cohesive interoperability between edge and core environments. The engineer is expected to maintain expert-level knowledge across both edge and core network technologies, lead the administration and development of the state's Network Access Control (NAC) systems, support hosted voice over IP (VoIP) systems, and actively pursue ongoing training to remain current with the evolving state of enterprise networking.

The Division of Administration is the state government’s management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following:
  • Overseeing the state’s capital construction program
  • Working to provide state and federal grants for community development
  • Development of the state budget
  • Providing technology services
  • Giving agencies guidance in the state purchasing and contracting process as they seek goods and services
  • Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes

Minimum Qualifications

Seven years of experience in information technology or administrative services; OR

Six years of full-time work experience in any field plus five years of experience in information technology or administrative services; OR

An associate's degree in information technology plus five years of experience in information technology or administrative services; OR

A bachelor’s degree plus five years of experience in information technology or administrative services; OR

A bachelor’s degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus four years of experience in information technology or administrative services; OR

A master’s degree plus four years of experience in information technology or administrative services.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

NOTE:
A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

Job Duties and Other Information

Job Duties:

Lead edge network development and implementation efforts in coordination with OTS architectural strategy:

  • Collaborate with network architecture leadership to research, design, and deploy modern edge networking technologies across agency and multi-tenant environments
  • Develop and maintain technical standards, implementation strategies, and repeatable deployment playbooks for staff and contractors
  • Translate architectural designs into scalable deployment solutions integrating modern and legacy networking technologies
  • Provide subject matter expertise and lead implementation of complex edge solutions, including SDN, enterprise Wi-Fi, Network Access Control (NAC), and secure access systems
  • Support and optimize hosted VoIP and edge infrastructure through enhancements to routing, QoS, segmentation, and alignment with statewide standards and centralized networking teams

Serve as a Tier 3 escalation point for edge network incidents and complex troubleshooting:

  • Resolve escalated and complex network issues from regional teams and the NOC across edge, NAC, SDN, VoIP, and traditional technologies
  • Lead root cause analysis and post-incident reviews, documenting findings and implementing corrective actions
  • Collaborate with vendors and internal teams to restore services and address service-impacting issues
  • Troubleshoot and optimize hosted VoIP performance, including latency, jitter, packet loss, VLAN configuration, and firewall/NAT issues
  • Maintain detailed documentation of resolutions, procedures, and recurring technical issues

Train and mentor OTS network engineers and field technicians:

  • Deliver formal and informal technical training sessions to lower-level engineers on tools, techniques, and deployment practices
  • Guide teams on interpreting and applying OTS-developed implementation playbooks
  • Provide coaching and feedback during project execution and troubleshooting engagements
  • Provide technical guidance on hosted VoIP infrastructure, emphasizing voice traffic prioritization, network path optimization, and integration across LAN/WAN boundaries to ensure performance and reliability

Disaster Recovery and Business Continuity

  • Contributes to the development and testing of disaster recovery plans and procedures for core and data center infrastructure.
  • Provides operational support for agency Emergency Support Functions (ESFs) to ensure continuity.

Maintain expert-level technical knowledge and pursue continuous professional development:

  • Sustain a deep understanding of both edge and core networking technologies, including routing protocols, switching platforms, SDN architectures, wireless systems, NAC systems, hosted VoIP, and interoperability best practices
  • Assess advancements in communication platforms and associated network requirements to refine configurations, improve service performance, and develop training content for both personal development and for OTS staff involved in support and troubleshooting
  • Complete ongoing training, certifications, and hands-on evaluations to stay current with enterprise networking trends and tools used by OTS

Perform other duties as assigned:

  • Contribute to strategic planning initiatives, technical evaluations, or other statewide IT projects as directed by OTS leadership

Appointment Type: This vacancy will be filled by promotion of a current permanent status Office of Technology Services employee. A permanent status employee may be required to serve a new probationary period in lieu of promotion.
