This is a promotional opportunity for current, permanent employees of DOTD.
The overall function of this position is to apply scholastic theory and professional engineering skills to traffic engineering involving standard procedures and practices in the field and office. This position is located in the Traffic Operations Section of District 05/U002 of the Department of Transportation and Development and reports directly to the District Traffic Operations Engineer/Engineer 7 DOTD.
Applicants who possess the following experience and/or knowledge are encouraged to apply:
- Familiarity with the Department's EDSM's, especially those related to traffic operation issues, the Department's Traffic Engineering Manual, the Department's Access Connections Policy, the Department's Traffic Impact Policy, the Department's Traffic Signal Design Manual, the Department's Pavement Marking Details, the Department's Traffic Control Details for Work Zones, and various other Department policies.
- Familiarity with the Manual on Uniform Traffic Control Devices, the Highway Capacity Manual, the Highway Safety Manual, the ITE Trip Generation Manual, the ITE Traffic Engineering Manual, the AASHTO 'A Policy on Geometric Design of Highways and Streets', the AASHTO 'Roadside Design Guide', the Louisiana Revised Statutes: Title 32 'Motor Vehicle and Traffic Regulations', and various other professional publications.
- Proficiency with the following computer programs: Syncho, Sidra, Vissim, Microstation, Powerpoint, Word, and Excel.
Minimum Qualifications

Possession of a current Louisiana license to practice professional engineering plus one of the following:
Two years of licensed engineering experience; or
Six years of professional engineering experience.
EXPERIENCE SUBSTITUTIONS:
A master's degree in engineering will substitute for one year of professional engineering experience.
A doctorate degree in engineering will substitute for two years of professional engineering experience.
Advanced degrees will substitute for a maximum of two years of professional engineering experience.
There is no substitution for licensed engineering experience.
NOTES:
Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience.
Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer's license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.
Applications will be accepted from persons licensed to practice professional engineering in states other than Louisiana. If one of those applicants is selected for the position, he/she will be required to obtain a Louisiana license prior to appointment. Job Duties and Other Information

Job Duties:
The job duties for this position include but are not limited to the following:
- Supervises Engineers and Engineer Technicians who perform traffic engineering studies and write traffic engineering reports in response to requests from the general public, public officials, and internally within the department.
- Reviews the District's traffic engineering studies and reports. Provides guidance for subordinates in their reviews of consultants, city/parish engineers, and district and headquarter engineer's submittals and reviews subordinate's comments prior to official district response.
- Determine which projects require Road Safety Assessments (RSA's), conduct RSA's, and determine and make safety improvement recommendations during the RSA process. Ensure the RSA process and report are meeting current LADOTD and FHWA requirements and guidelines.
- Perform studies and Stage O's in coordination with HQ Traffic Safety section. Review, participate and follow up with the Stage 0 and Stage 1 process for all projects within the District for safety and operations.
- Conduct studies and retimes the state maintained signals in the district for optimum efficiency.
- Determine Transportation Management Plan (TMP) level required for projects within the District. Provide detour analysis, queue analysis, existing and detoured signal analysis, and safety analysis
