This position serves as an Administrative Program Manager 2 within the District Business Office and functions as the primary assistant to the Administrative Program Manager 3 and the ADA of Business, supporting the fiscal management and oversight of DOTD programs and projects. The incumbent works with a high degree of independence under broad supervision and must be self-motivated, organized, and capable of exercising sound judgment. This role also serves as the District Procurement Specialist, ensuring that all procurement activities comply with DOTD policies and applicable state and federal regulations. The position may supervise accounting and administrative staff and requires strong knowledge of procurement processes and systems.

Minimum Qualifications

Five years of experience in administrative services; OR

Six years of full-time work experience in any field plus two years of experience in administrative services; OR

A bachelor's degree plus two years of experience in administrative services; OR

An advanced degree plus one year of experience in administrative services.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information

Job Duties:

· Serves as the District’s procurement specialist, coordinating and administering procurement activities in compliance with all District, DOTD, and State policies for the acquisition of goods and services.

· Researches, develops, and processes requisitions and purchase orders while collaborating with District staff, vendors, and Headquarters Procurement to ensure accurate, compliant transactions.

· Manages procurement and financial activities using SAP, ERP, and SRM systems, tracking expenditures, maintaining documentation, and ensuring purchases remain within budget limits.

· Oversees District Warehouse operations through supervisory staff, including inventory control, movement of materials across 28 Administrative Units, and required quarterly and annual inventory audits.

· Performs administrative functions including supervising staff, managing vendor contracts and facility services, analyzing procurement data to forecast needs, and completing additional duties as assigned, including emergency response support.
