This position oversees the complex federal and state legislation monitoring, policy research and analysis, policy development, and administrative rulemaking for the Department under the auspices of the Office of the Undersecretary. Minimum Qualifications
Seven years of experience in administrative services, public health, social services, or health services; OR
Six years of full-time experience in any field plus four years of experience in administrative services, public health, social services, or health services; OR
A bachelor’s degree plus four years of experience in administrative services, public health, social services, or health services; OR
An advanced degree in a social science field, public health, counseling, social work, rehabilitation services, business, public, or health administration, or Juris Doctorate plus three years of experience in administrative services, public health, social services, or health services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.Job Specification

Job Duties and Other Information

Job Duties:
- Incumbent directs the monitoring all state and federal legislation and proposed rules that may have an impact on the agency, and developing policy briefs to advise leadership of impacts and recommendations.
- Incumbent ensures that decisions on policy briefs are recorded and actions to develop policy are completed timely to ensure compliance with all state and federal rules and regulations.
- Incumbent provides leadership in development, support, effective implementation, and cogent reporting on DCFS’ legislative and administrative initiatives, strategic plans, policies, workforce training, program performance reporting, and service delivery.
- Incumbent directs the promulgation and administrative rulemaking for all DCFS rules and in compliance with the Administrative Procedures Act.
- Incumbent directs strategic planning to ensure that administrative rules remain accurate and updated and in alignment with agency policy.
- Exercises management and supervision of positions responsible for policy activities and decisions that affect the daily operations of the entire agency.
- Assures that all personnel activities are conducted in accordance with Civil Service Rules and applicable Federal and State laws and regulations. Validates time and attendance, and appropriate use of state resources.
- Maintains inter-departmental communication among and between Department, divisions and sections in order to obtain information regarding administrative and programmatic needs and performance.
Appointment Type: This position may be filled as a probational appointment or a job appointment that may last up to 48 months. Job appointments may convert to probational appointments. Also, it may be filled as a detail and promoted within 12 months or by promotion of a permanent classified employee.
Work Schedule: Typically, work hours are 8:00 am to 4:30 pm, Monday – Friday. Flexible work schedules are available after meeting certain criteria and is dependent upon the position you are applying for. Some positions require working shifts.
