About this Job

The University of Louisiana System Board Office has a vacancy.

The Budget and Finance Manager is responsible for managing the financial management, budgeting, and accounting functions of the University of Louisiana System Board Office. Reporting to the Vice President for Business and Finance, the manager handles day-to-day accounting and budgeting activities for the System Board Office in the LaGov ERP system, prepares financial statements, and assists in the coordination of System-wide reporting. The position plays a key role in budget preparation and monitoring, ensuring compliance with state regulations, and providing accurate and timely financial information to senior leadership. The position also supports operational finance functions by assisting with internal controls, financial process coordination, and cross-functional analysis to promote accuracy, consistency, and efficiency across System Office financial operations.

Minimum Qualifications

The following are required:

  • Bachelor’s degree in Accounting, Finance, or related field; degree in Accounting preferred.
  • Minimum of three years of progressively responsible experience in accounting, budgeting, financial management, or public finance within the Louisiana State LaGov ERP Core Component (ECC) and LaGov Budget environment.
  • Experience in preparing financial statements, managing budgets, overseeing audits, and ensuring regulatory compliance.
  • Experience and working knowledge with the LaGov ERP system and State of Louisiana financial and operational processes.
  • Experience managing or independently overseeing complex financial processes in a Louisiana public-sector or higher education environment.

Core Compentency/Knowledge Areas:
  • Accounting and Financial Expertise: Strong knowledge of accounting principles (GAAP) and financial reporting.
  • Budget Development and Oversight: Skilled in creating and managing operating budgets, forecasting cash flow, and preparing reports.
  • Regulatory Compliance: Familiarity with Louisiana public finance and procurement laws, and ability to ensure compliance with financial regulations.
  • Analytical and Strategic Thinking: Ability to analyze complex financial data, identify trends, assess risk, and support decision-making aligned with organizational goals.
  • Technology Proficiency: Proficient in Microsoft Excel and experience with LaGov Core Component (ECC) and LaGov Budget.
  • Communication and Collaboration: Strong written and verbal communication skills with the ability to present complex financial information clearly to diverse audiences, including leadership, staff, board members, and external auditors.
  • Attention to Detail and Organization: High level of accuracy and consistency in financial documentation, reporting, and recordkeeping.

Job Duties and Other Information

Financial Accounting and Reporting

  • Serves as the primary System Board Office accounting resource, including managing day -to-day financial transactions in the LaGov ERP system.
  • Creates billings to campuses, monitors accounts receivable, and classifies receipts/revenue in LaGov.
  • Prepares the UL System Board Office annual financial statements for inclusion in the UL System annual financial statements.
  • Supports the implementation and ongoing monitoring of internal financial controls, including reconciliation review and documentation, to ensure accuracy, accountability, and compliance with state requirements.
  • Prepares bank, cash, and balance sheet reconciliations and helps identify and resolve discrepancies in coordination with the Vice President for Business and Finance.
  • Assists the Assistant Vice President of Financial Reporting and Analysis in the coordination, compilation, and preparation of the University of Louisiana System's annual financial statements, quarterly financial reports and other periodic financial reports.
  • Assists the Assistant Vice President of Financial Reporting and Analysis in collecting financial information from campuses.
  • Assists Assistant Vice President of Financial Reporting and Analysis with the annual Legislative Audit.

Budget and Reporting for System Office

  • Prepares and submits the System Board Office’s annual operating budget request to the Louisiana Office of Planning and Budget and enters the System’s budget request into the LaGov ERP system in accordance with Office of Planning Budget and LaGov procedural instructions.
  • Prepares the System’s annual budget documents in accordance with Board of Regents and UL System instructions.
  • Enters approved UL System’s budget into LaGov and enters budget adjustments as needed.
  • Monitors UL System Operating Fund budget in LaGov and reports budget status to Senior Leadership.
  • Manages monthly drawing of State General Fund, Statutory Dedicated Funds, and other funds from the State Treasury for transfer to the System and campuses.
  • Prepares BA-7 budget adjustments related to System and institutions for submission to the Office of Planning and Budget.
  • Supports financial forecasting, cash flow analysis, and trend reporting for the System Office.
  • Assists Vice President for Business and Finance in the coordination, review, compilation, and reporting of campus and UL System annual budgets.

Administrative Support

  • Assists in the development, documentation, and maintenance of financial policies, procedures, and standard operating practices related to budgeting, accounting, and financial reporting.
  • Coordinates with internal stakeholders to support finance-related operational workflows and ensure consistent application of financial processes.
  • Assists the Vice President for Business and Finance and Assistant Vice President of Financial Report and Analysis in matters related to financial policy implementation, and special projects.
  • Assists the Vice President for Business and Finance and Assistant Vice President of Financial Reporting and Analysis in collecting information requested by the Legislature, Board of Regents, and other entities.

Financial Analysis and Process Improvement

  • Conducts financial and operational analysis to identify efficiencies, risks, and opportunities for improvement within System Office financial processes.
  • Assists with compliance reviews, audit preparation, and follow-up documentation related to financial operations.
  • Supports special projects and initiatives that integrate budget, finance, and operational considerations.

Other Duties

  • Performs other responsibilities as assigned by the Vice President for Business and Finance, Assistant Vice President of Financial Reporting and Analysis, and System leadership.
