The Division of Administration/Office of Technology Services has a vacancy. This position is located in the Data Center Operations section. This job title has an assigned pay grade of TS-317. Req. 217396

The Office of Technology Services aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within Executive Branch Departments. The Office of Technology Services will work to increase the return on the State's investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff.

The IT Statewide Senior Program Manager leads the planning, coordination, and execution of highly complex, enterprise-level database initiatives requiring advanced design, strategic oversight, and cross-functional collaboration. This role applies established project and portfolio management methodologies to drive successful delivery, including project planning, documentation, quality assurance, scope management, and risk assessment.

The incumbent partners with executive leadership across departments—including Undersecretaries, Agency Directors, Fiscal Officers, Program Leaders, and IT leadership—to ensure alignment, resource coordination, and timely project completion. This position also collaborates closely with the Division of Administration to support project needs related to legal, contractual, and fiscal requirements.

This role serves as the technical lead for database-related audit activities, coordinating state and federal audit efforts and ensuring compliance with applicable standards. The incumbent also supports Disaster Recovery and Business Continuity planning and participates in testing exercises to ensure system resilience.

The Senior Program Manager oversees project teams and OTS resources, assigning work, setting priorities, and ensuring deliverables are completed efficiently and effectively. This may include providing functional supervision over multidisciplinary teams and recommending adjustments to team structure to meet evolving project needs.


The Division of Administration is the state government’s management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following:
  • Overseeing the state’s capital construction program
  • Working to provide state and federal grants for community development
  • Development of the state budget
  • Providing technology services
  • Giving agencies guidance in the state purchasing and contracting process as they seek goods and services
  • Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes

Minimum Qualifications

Seven years of experience in information technology, program management, project management, or business analysis; OR

Six years of full-time work experience in any field plus five years of experience in information technology, program management, project management or business analysis; OR

An associate's degree in information technology plus five years of experience in information technology, program management, project management or business analysis; OR

A bachelor’s degree plus five years of experience in information technology, program management, project management or business analysis; OR

A bachelor’s degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus four years of experience in information technology, program management, project management or business analysis; OR

A master’s degree plus four years of experience in information technology, program management, project management or business analysis.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

Job Duties and Other Information

Job Duties:

  • Leads and coordinates statewide database projects, establishing goals, objectives, and strategic direction in collaboration with database leadership.
  • Develops and maintains project plans, templates, and methodologies; assigns tasks and manages resources to support project execution.
  • Prioritizes projects and oversees progress to ensure timely completion, quality documentation, and alignment with objectives.
  • Collaborates with technical teams to implement efficient, cost-effective database solutions, including build-outs, migrations, and integrations.
  • Defines project timelines, resource needs, and cost estimates; ensures proper project closeout, including billing, documentation, and inventory updates.
  • Supports development of cost allocation methodologies and line-of-service (LOS) costing with database leadership.
  • Directs and serves as lead for state and federal audit efforts, coordinating activities and assigning responsibilities to staff.
  • Evaluates emerging technologies and recommends tools, solutions, and training; assists with RFP development and vendor coordination.
  • Participates in statewide initiatives, including policy development, quality assurance, design reviews, and special assignments; may serve in a leadership capacity as needed.
  • Maintains current knowledge of database and project management practices and serves as backup to the Statewide IT Database Director.

Appointment Type: This vacancy will be filled by promotion of a current permanent status Office of Technology Services employee. A permanent status employee may be required to serve a new probationary period in lieu of promotion.
