The Division of Administration/Office of Technology Services has a vacancy. This position is located in the Data Center Operations Section. This job title has an assigned pay grade of TS-313. Req. 218048

The Office of Technology Services aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within Executive Branch Departments. The Office of Technology Services will work to increase the return on the State's investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff.

The Division of Administration is the state government’s management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following:
  • Overseeing the state’s capital construction program
  • Working to provide state and federal grants for community development
  • Development of the state budget
  • Providing technology services
  • Giving agencies guidance in the state purchasing and contracting process as they seek goods and services
  • Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes

Minimum Qualifications

Four years of experience in information technology; OR

Six years of full-time work experience in any field plus two years of experience in information technology; OR

An associate's degree in information technology plus two years of experience in information technology; OR

A bachelor’s degree plus two years of experience in information technology; OR

A bachelor’s degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus one year of experience in information technology; OR

A master’s degree plus one year of experience in information technology.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

NOTE:
A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

Job Duties and Other Information

Job Duties:

Work Complexity – Advanced Technical Responsibilities

The duties performed within this position exceed the scope typically associated with an IT Statewide Associate Engineer and align more closely with the expectations of an IT Statewide Engineer. The role requires advanced troubleshooting and engineering-level analysis rather than intermediate technical support.

Responsibilities include diagnosing complex networking and security-related issues impacting application teams and end users accessing cloud-hosted servers and services. Effective troubleshooting requires a comprehensive understanding of:

• Client connectivity paths to cloud environments
• Multiple layers of security enforcement, including firewall policies, network security groups, and routing configurations
• Identity and access controls affecting service availability
• Platform-specific architecture and networking models

In addition, the position must analyze and resolve issues across multiple cloud environments, each with distinct routing structures, account models, and security implementations. These environments include multiple enterprise cloud providers, significantly increasing the complexity of troubleshooting and system design considerations.

Successfully resolving issues often requires isolating problems across several potential layers simultaneously (networking, security, platform configuration, or application access). This level of responsibility reflects engineering-level analysis and decision-making rather than standard technical support.

Technical Leadership and Platform Ownership

The position functions as a technical lead for key cloud platform services and provides guidance to other team members on architecture, troubleshooting approaches, and operational processes.

Primary responsibilities include:

• Leading efforts related to Remote Desktop Services environments and Linux system imaging within the cloud platforms
• Supporting application service deployments and operational stability
• Assisting with cross-platform cloud implementations

The role will also include mentoring and onboarding newer team members by providing technical guidance across multiple cloud platforms and internal processes. This support ensures continuity of operations and helps maintain consistent engineering standards within the team.

Growth of Program Scope and Responsibilities

When this position was initially established more than four years ago, cloud deployments were limited to more of a single platform. Since that time, the organization’s cloud footprint has expanded significantly and now includes multiple enterprise cloud providers.

As a result, the position now requires:

• Working knowledge of several cloud architectures simultaneously
• Cross-platform troubleshooting and integration
• Engineering decisions that impact multiple environments and application teams

The increased scope, complexity, and leadership expectations now align more closely with the IT Statewide Engineer classification.

Operational Impact

This role directly supports enterprise cloud infrastructure used by multiple application teams and agencies. The work performed ensures secure connectivity, reliable platform performance, and successful deployment of critical services across multiple cloud environments.

Given the level of responsibility, technical expertise required, and leadership provided within the team, reclassification to IT Statewide Engineer appropriately reflects the duties currently being performed.
