About this Job:

The overall function of this position is to serve as a high-level traffic signal engineering expert for the District. The incumbent must provide technical and consultative assistance to the district traffic operations engineer and the district administrator by resolving complex problems and rendering technical assistance regarding traffic signal operations. Serves as a technical expert in conducting and reviewing feasibility studies for arterial improvements, including signalized intersections. Makes recommendations for formulation, establishment, and improvement of policies and procedures for statewide traffic signal operations. Provides review of consultant permit requests to work on signalized intersections to ensure compliance with contractual provisions and administrative policies. Consults with various sections within DOTD on programs requiring knowledge of complex traffic signal operations processes or projects.

*This position requires a current certification as a Professional Traffic Operations Engineer (PTOE) before appointment.

Minimum Qualifications

Possession of a current Louisiana license to practice professional engineering plus one of the following:

Two years of licensed engineering experience; or

Six years of professional engineering experience.

EXPERIENCE SUBSTITUTIONS:
A master's degree in engineering will substitute for one year of professional engineering experience.

A doctorate degree in engineering will substitute for two years of professional engineering experience.

Advanced degrees will substitute for a maximum of two years of professional engineering experience.

There is no substitution for licensed engineering experience.

SUPPLEMENTAL QUALIFICATIONS:

1. Two years of licensed traffic engineering experience during which 50% of the duties involved traffic engineering operations or traffic engineering design and a Professional Traffic Operations Engineer (PTOE) certification.

2. Six years of professional traffic engineering experience during which 50% of the duties involved traffic engineering operations or traffic engineering design and a Professional Traffic Operations Engineer (PTOE) certification.

Traffic engineering operations involves preparation or review of traffic engineering studies for any of the following traffic control devices: school zones, speed limits, traffic signals, flashing beacons, all-way stops, warning signs, regulatory signs, guide signs, or no passing zones. Traffic engineering design shall include any of the following: traffic signal warrant analysis, preparation of Traffic Signal Inventory (TSI) forms, traffic signal plan sheets, traffic signal timing plans, traffic signal modeling, work zone signing plans, or traffic capacity analysis.

NOTES:
Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience.

Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer's license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.

Job Duties and Other Information

Job Duties:
Serves as a trainer to lower-level engineers in the area of traffic signal operations and may prepare comprehensive manuals for training, procedures, and modeling of traffic signal operations. Represents the Department and provides information and data concerning traffic signal operations to federal and local government officials, state legislators, other state highway officials, administrators and managers, planning organizations, the news media, business and civic groups, and the public.

  • Utilize modeling software to prepare traffic signal timing plans.
  • Conduct field assessments of traffic signal operations.
  • Manage District Transportation Systems Management and Operations (TSMO).
  • Train junior level engineers on traffic signal timing.

Compensation: This position has a Special Entrance Rate (SER)-$3316.00/biweekly
