- DOTD Program Specialist 5 Opportunity
The Louisiana Department of Transportation and Development (DOTD) is seeking a qualified DOTD Program Specialist 5 to serve as a technical expert within the Enterprise Support Services Section, supporting data governance, enterprise systems, and business process improvement initiatives.
This position plays a critical role in advancing DOTD’s data management strategy by ensuring the effective implementation of data governance practices, supporting enterprise system functionality, and improving business processes across the agency. The selected candidate will work closely with leadership, business owners, and technical teams to support LaGov system functionality, analyze business needs, and drive data-informed decision-making that supports DOTD’s mission to provide a safe and reliable transportation system for the citizens of Louisiana.

Minimum Qualifications

Six years of experience in the development, implementation, or administration of a transportation or safety program; or in engineering, architecture, geography, human resources, financial operations, information technology, risk management, policy planning, or administrative services; OR
Six years of full-time work experience in any field plus three years of experience in the development, implementation, or administration of a transportation or safety program; or in engineering, architecture, geography, human resources, financial operations, information technology, risk management, policy planning, or administrative services; OR
A bachelor's degree plus three years of experience in the development, implementation, or administration of a transportation or safety program; or in engineering, architecture, geography, human resources, financial operations, information technology, risk management, policy planning, or administrative services; OR
An advanced degree plus two years of experience in the development, implementation, or administration of a transportation or safety program; or in engineering, architecture, geography, human resources, financial operations, information technology, risk management, policy planning, or administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field. Job Specification

Job Duties and Other Information

Job Duties:
- Support and implement data governance initiatives, including policies, standards, and procedures
- Analyze and improve LaGov business processes, including finance, procurement, and logistics functions
- Coordinate and evaluate LaGov system change requests, enhancements, and reporting needs
- Collaborate with stakeholders to gather requirements and translate them into system or process improvements
- Provide training, mentoring, and technical guidance to staff on LaGov functionality and processes
- Assist in developing and maintaining standard operating procedures (SOPs) and training materials
- Support data catalog maintenance and ensure alignment with data governance standards
- Participate in strategic planning, performance management, and special projects
- Monitor and evaluate program effectiveness and recommend improvements
These duties directly support DOTD’s enterprise systems and data strategy, ensuring consistent and effective use of business processes and technology across the agency
Position-Specific Details:
Appointment Type: This position may be filled as either a probational appointment (open to all qualified applicants); a promotion (open to all statewide classified and agency-wide permanent status employees); or by detail to special duty.
Compensation: Additional compensation may be considered for applicants who possess extraordinary job-related qualifications or credentials in accordance with State Civil Service Rule 6.5(g)and DOTD policy. Any such consideration is subject to approval and applicable pay limitations.
