This position functions as the Water Resource Engineer and is responsible for developing, planning, designing and managing state owned dams for the DOTD in District 04; evaluating highly technical and specialized components of all water resource and hydraulic design activities for the DOTD in District 04; making decisions concerning state owned dams for the DOTD in District 04; and representing the DOTD as assigned under Louisiana Revised Statute Title 38 relating to Levee Boards in providing technical expertise in review of hydraulic impact for levee management, advice on flood plain management, emergency actions during floods, permit review, conducting and reviewing hydraulic studies and analysis for drainage and design of flood control projects.

Minimum Qualifications

Possession of a current Louisiana license to practice professional engineering plus one of the following:

Two years of licensed engineering experience; or

Six years of professional engineering experience.

EXPERIENCE SUBSTITUTIONS:
A master's degree in engineering will substitute for one year of professional engineering experience.

A doctorate degree in engineering will substitute for two years of professional engineering experience.

Advanced degrees will substitute for a maximum of two years of professional engineering experience.

There is no substitution for licensed engineering experience.

NOTES:
Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience.

Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer's license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.

Applications will be accepted from persons licensed to practice professional engineering in states other than Louisiana. If one of those applicants is selected for the position, he/she will be required to obtain a Louisiana license prior to appointment. Job Duties and Other Information

Job Duties:

  • Manage all dams as stated below for the DOTD in District 04. This includes operation of control structures, developing projects, planning projects, designing projects, maintenance of structures (gates, spillways, earthen dams, etc.), coordinating and attending dam inspections, planning and conducting meetings for proposed projects, attending lake commission meetings as requested, and coordinating lake management with Louisiana Department of Wildlife and Fisheries.
  • Manage levee board activities for the Bossier Levee District, Caddo Levee District and Red River Levee and Drainage District. The incumbent shall serve as the engineering technical advisor to levee boards regarding operations, maintenance and emergency repairs/response functions.
  • Other duties include contact with the Army Corps of Engineers and/or levee board staff to coordinate meetings/field inspections to resolve issues related to operating and maintenance of the highly complex and extensive levee system throughout District 04 and reviewing plans and specifications prepared by engineering consultants for the levee board.
  • Take responsibility for hydraulic design activities of the DOTD in District 04 - Office of Engineering.
  • Provide both direct and indirect supervision to DOTD personnel developing hydraulic designs for roadway plans in accordance with DOTD Policies and Procedures. In addition, the incumbent is responsible for managing the District's role regarding the Roadway Flooding Program, Dam Safety Program, Statewide Flood Control Program, Water Well Inspection Program and the Louisiana Port Construction and Development Priority Program. The incumbent shall supervise the hydraulic review and approval process for all driveway and project permits within DOTD right of way.
  • Make recommendations for formulation, establishment and improvement of policies and procedures for engineering projects related to water resources. The incumbent shall coordinate with the District Permit Specialist to answer any questions that arise to facilitate the approval process and assists to ensure permits are complaint with DOTD Policies and Procedures.
