This position is in District 05/Operations/Unit 500/Ouachita Parish of the Department of Transportation and Development and reports directly to the Assistant District Administrator of Operations in District 05. This position serves as the DOTD District Railroad Coordinator and assistant to the District Permit Specialist (Engineering Technician DCL). The overall function of this position is to serve as a liaison between the Department, Class I Railroads, and all Short Line Railroads within District05.

Minimum Qualifications
- Possession of a high school diploma or GED plus three years of sub-professional engineering experience; OR
Six months of experience in sub-professional engineering, heavy mobile equipment operation, or mobile equipment maintenance plus three years of sub-professional engineering experience; OR
Eighteen semester hours in one of the following specialized fields: architecture, cartography, construction management, construction technology, drafting, engineering, engineering graphics, engineering technology, industrial technology, landscape architecture, math, or physics. Job Specification

Job Duties and Other Information

Job Duties:
The job duties for this position include but are not limited to the following:
Assist the District Permit Specialist (Engineering Technician DCL) in the review and issuing of permits in District 05. Monitor work associated with those permits to ensure compliance with permit requirements and DOTD policies, procedures and specifications.
Inspect all public highway/rail crossings in District 05 to determine condition of roadway approaches, sight clearance, track and surface crossing conditions and crossing signals and signage to ensure conformance with Federal Rail Administration standards and requirements.
Serve as the construction coordinator and primary inspector on behalf of the Project Engineer for safety projects associated with the installation of new highway/rail crossing signal hardware and new crossing surfaces. Submit a daily diary for these projects when railroad contractors or crews are working.
Assist the Highway/Rail Safety Engineer at DOTD Headquarters by providing and verifying inventory data (via field inspections and meetings with railroad, parish and municipal officials) for DOTD maintained highway/rail crossings.
Attend meetings with utility owners, permit applicants, property owners, DOTD personnel, consulting engineers, local government representatives and other affected parties regarding the occupancy of state highway right-of-ways by facilities not owned by DOTD.
Perform a variety of tasks and assignments necessary to fulfill the mission of the Section and District including, but not limited to, emergency/disaster support activities.
While in official capacity, DOTD employees must comply with applicable Louisiana and Civil Service laws, rules, and regulations, as well as DOTD policies, procedures, manuals, and directives.
Position-Specific Details:
Appointment Type: Probational, Promotional, or Job Appointment
Compensation: Starting hourly rate is $24.04/hr and the maximum is $43.28. This position is eligible for premium pay for every hour worked: $2.00/hour
Work Schedule: Work hours are 7:45 am - 4:15 pm, Monday-Friday
The incumbent is required to possess the following specialized knowledge, skills, and abilities as well as to maintain the following licensing and to operate the following equipment:
- Specialized knowledge of the federally mandated LA DOTD Rail Inventory Manager System (RIMS)
- Possess and maintain a valid Class E Louisiana driver's license and be knowledgeable in the safe operation of a pickup truck and passenger vehicle
- Use manual distance measuring devices such as tapes, measuring wheels, level rods, etc., and operate a vehicle equipped with a distance measuring device such as a nite-star distance meter
- Use cameras, microfilm machines, copying devices, scanning devices and similar type devices required for the completion of assigned tasks
- Have knowledge regarding the use of a UHF radio utilizing proper radio etiquette
- Utilize a cell phone, Blackberry, GPS device, GPS Navigation System, computer and email to facilitate communications
- Be knowledgeable in plan reading, Department policies and procedures and Louisiana codes regarding permit requirements, computer aided drafting programs, standard traffic practices and MUTCD signing requirements
