The Division of Administration/Office of the Commissioner has a vacancy. This job title has an assigned pay grade of AS-622.

The position will serve as the State ADA Coordinator in the Office of the Commissioner.

The Division of Administration is the state government’s management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following:

  • Overseeing the state’s capital construction program
  • Working to provide state and federal grants for community development
  • Development of the state budget
  • Providing technology services
  • Giving agencies guidance in the state purchasing and contracting process as they seek goods and services
  • Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes

Minimum Qualifications

Seven years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization; OR

Six years of full-time experience in any field plus four years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization; OR

A bachelor’s degree plus four years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization; OR

An advanced degree, or a Juris Doctorate, plus three years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information

Job Duties:

The Office of the State Americans with Disabilities Act (ADA) Coordinator was established within the Division of Administration (DOA) in accordance with La. R.S. 46:2591 et al. to provide coordination and resources in support of agencies' ADA compliance programs. The position serves as the Executive Director and is referred to as the State ADA Coordinator.

ADA COMPLIANCE

  • Serves as coordinator for ADA compliance with all state agencies within the executive branch of state government.
  • Provides subject matter expertise for all matters related to the ADA, with special emphasis upon Title I requirements and compliance.
  • Conducts training for agencies' ADA coordinators and on ADA compliance for state agencies.
  • Oversees and coordinates the various, ongoing requirements of Act 103 of the 2022 Regular Session with 135+ executive branch state agencies.
  • Provides guidance regarding the development and review of mandatory ADA policies for compliance with the provisions of R.S. 46:2594.
  • Ensures receipt and compliance with both annual ADA mandatory reporting and annual State As a Model Employer agency plan requirements.

WEB ACCESSIBILITY

  • Provides administrative support and record keeping relative to web accessibility policy (PPM 74).

OFFICE ADMINISTRATION

  • Develops, recommends and implements policies and procedures for the effective operations of the office.
  • Serves as content manager and webmaster for the office's website at https://www.doa.la.gov/doa/office-of-state-ada-coordinator/.
  • Represents the office through appointment and participation on various disability-related boards.

RELATED DISABILITY LAWS

  • Provides educational and technical support related to other disability laws that affect disability accommodations.
  • Develops and provides customized training presentations, upon request, to various audiences.

PUBLIC ASSISTANCE

  • Provides informal assistance regarding the ADA to the general public and collaborates with the Governor's Office of Disability Affairs (GODA) and local ADA support systems.
  • Develops and recommends programs to increase public awareness of the ADA for purposes of helping more citizens seek the benefits of the law.

OTHER

  • Provides reports on state agencies' policies, practices and compliance.
  • Makes recommendations to the legislature for the adoption of legislation to facilitate compliance with the ADA.

Position Specific Details:

Appointment Type: This vacancy will be filled by new hire or by promotion of a current permanent status classified employee. A permanent status employee may be required to serve a new probationary period in lieu of promotion.
