The office oversees communications, public engagement, intergovernmental affairs, and coalition-building, ensuring transparency and alignment with state and federal initiatives. At the same time, OEN manages federal energy grants, supports permitting of renewable assets, and advances grid resilience, microgrids, hydrogen, and other emerging technologies. By embedding energy expertise across C&E, OEN balances traditional oil and gas development with renewable growth, fosters partnerships with universities, industry, and local governments, and builds public awareness of Louisiana’s evolving energy landscape.
This position is located within the Office of Energy in Baton Rouge, LA. The GIS Manager provides managerial oversight for the geographic mapping services in support of the GIS program within the Department of Conservation and Energy. Minimum Qualifications

Seven years of experience in using geographic information systems (GIS), using digital mapping and/or surveying technology, or in aerial photography; OR
Twelve semester hours in a computer science, GIS, or geospatial field plus six years of experience in using geographic information systems, using digital mapping and/or surveying technology, or in aerial photography; OR
A bachelor’s degree with twelve semester hours in a computer science, GIS, or geospatial field plus five years of experience in using geographic information systems, using digital mapping and/or surveying technology, or in aerial photography. Job Specification

Job Duties:
This position is located within the Office of Energy in Baton Rouge, LA. The GIS Manager provides managerial oversight for the geographic mapping services in support of the GIS program within the Department of Conservation and Energy.
The GIS Manager will supervise all GIS staff formally housed within other offices and take on new responsibilities such as providing GIS guidance and expertise, coordinating day to day operations serving as liaison for GIS related requests and serving as a representative for quarterly GOSHEP mattings. This role requires a dynamic professional with a diverse skill set, strong analytical capabilities, and the ability to manage multiple projects across a wide range of energy initiatives. Duties and responsibilities include, but are not limited to the following:
- Provides GIS supervision, guidance, and professional expertise as needed
- Assigns GIS related special projects to appropriate personnel at the request of direct supervisor
- Assists GIS staff in solving technical and administrative problems
- Develops SOPs, internal and external policies, reports, and forms related to GIS Section duties. Provides manager review for SOPs, internal and external policies, reports, and forms drafted by GIS staff
- Plans, develops, and implements training on GIS software and standards and C&E processes for GIS staff
- Serves as liaison to the Office of Permitting and Compliance and Office of State Resources for all GIS related special requests and projects
- Serves as liaison to all federal, state, and local agencies regarding GIS matters
- Serves as department representative for GIS matter at quarterly GOSHEP meetings
- Supports all C&E offices with requests related to GIS data, maps, imagery, or other work products
- Performs other related duties as assigned by the manager.
