Serves as Louisiana’s primary statewide expert in matters pertaining to asset management. This involves developing, implementing and maintaining the federally mandated comprehensive Transportation Asset Management Plan. This requires knowledge of all relevant federal compliance requirements, due dates and performance measures necessary to allow the agency to remain compliant with federal laws and to meet the ongoing consistency determinations that will be reviewed by the FHWA. Knowledge of the Department’s Pavement Management, Bridge Management and Maintenance Management Systems is required in order to provide backup to the Pavement Management and Bridge Management positions. The Asset Management Engineer uses data driven decision making processes that looks at both financial and technical issues and must consider asset condition, performance and risk factors to find the best maintenance and improvement investment. A thorough knowledge of the state’s location referencing system is also required. The position requires the ability to work with complex computer software and databases and must stay abreast of changes in technology associated with asset data inventories and management systems.

This position is a DCL and requires candidates to meet the following Supplemental Qualifications:
  • 1. Two years of licensed engineering experience in one or a combination of the following fields: road/bridge construction, design, or maintenance, management systems (pavement, bridge, or asset), transportation planning, or engineering economic analysis.
  • 2. Six years of professional engineering experience in one or a combination of the following fields: road/bridge construction, design, or maintenance, management systems (pavement, bridge, or asset), transportation planning, or engineering economic analysis.

Minimum Qualifications

Possession of a current Louisiana license to practice professional engineering plus one of the following:

Two years of licensed engineering experience; or

Six years of professional engineering experience.

EXPERIENCE SUBSTITUTIONS:
A master's degree in engineering will substitute for one year of professional engineering experience.

A doctorate degree in engineering will substitute for two years of professional engineering experience.

Advanced degrees will substitute for a maximum of two years of professional engineering experience.

There is no substitution for licensed engineering experience.

NOTES:
Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience.

Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer's license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.

Job Duties and Other Information

Job Duties:

  • Leads the development, ongoing implementation and future required updates of the federally mandated risk-based Transportation Asset Management Plan (TAMP) that contains elements for objectives and measures, performance gap assessments, lifecycle cost considerations, risk management analysis, financial planning and investment strategies. Ensures the agency remains compliant with current and future laws governing TAMP requirements. This includes ensuring the agency fully implements the TAMP in order to continue to meet the annual FHWA consistency determination assessments. This also includes coordinating the analysis of mandatory target setting and assessment of FHWA minimum pavement and bridge performance measures as well as travel time reliability and CMAQ performance measures.
  • Serves as a coordinator among the Department’s Pavement, and Bridge Engineer to conduct analyses and prepare reports on current and future asset conditions. Works closely with Department personnel from the Secretary’s Executive Staff, DOTD Districts, Design Sections, Construction, Maintenance, Research, Budget and Finance, Information Technology, as well as the FHWA to ensure quality data availability and analysis capabilities.
  • Is responsible for recommending Strategic Planning Preservation goals in regard to infrastructure quality and implementing directives in accordance to planning and organizational goals. Expertise is required in the area of management systems principles for such analyses so as to properly establish appropriate inventory, condition states, deterioration rates, treatment points and types and treatment costs. These analyses and reports outline recommended strategies to optimize asset condition at the network level within a predefined budget. These reports are prepared for setting DOTD’s long-term, network level asset condition goals.

Position-Specific Details:

Appointment Type: Probational, Promotional, or Job Appointment or Detail to Special Duty.

Compensation: This position has a biweekly SER rate of $3,316.00.
