The Louisiana Department of Wildlife and Fisheries (LDWF) is responsible for managing and protecting the state’s renewable natural resources, including all wildlife and aquatic life.LDWF supports a strong work ethic in its employees and incorporates the use of good science, accurate information and technology. The Office of the Secretary exists to provide leadership and support services, administrative direction, and accountability for departmental programs; administrative direction and leadership to ensure the success of subordinate programs; and department-wide coordination, communication, personnel and basic resources needed to accomplish the department’s mission.
This Captain position will plan, direct and manage general and complex enforcement activities and administrative enforcement programs related to the management, protection and conservation of wildlife and fisheries resources and the state's boating program. This includes all facets of surveillance, interrogation, investigation, apprehension and arrest of violators of state and federal laws, boating programs, boating crash investigations, state boating education programs and other division support programs. Serves as a statewide coordinator of enforcement effort as it pertains to high level operations involving multiple agencies.

This Promotional opportunity is limited to current permanent status classified employees within the Office of the Secretary, Department of Wildlife and Fisheries only.

This position is located within the Enforcement Division of the Office of the Secretary in East Baton Rouge Parish.

Minimum Qualifications

One year of the required experience for the following minimum qualifications must have been as a Wildlife Enforcement Lieutenant or higher rank in state service:

Six years of experience in wildlife conservation law enforcement.

NECESSARY SPECIAL REQUIREMENTS:
Possession of an active Peace Officer Standards and Training (POST) certification.

Possession of a current driver's license.

Applicants may be required to qualify as an ex-officio notary public.

An applicant who has been convicted of a misdemeanor crime of domestic violence or a felony, or who is under indictment on a felony charge will be disqualified by the hiring agency until relief from the disabilities imposed by state and federal laws is granted.

NOTE:
This job has special physical requirements in that the incumbent must lift heavy objects (50 lbs. or more), walk long distances, work in harsh weather conditions, fire handguns, rifles, and shotguns accurately, and have the ability to operate vehicles, boats, and all-terrain vehicles while in the performance of duties.

Job Duties and Other Information

Job Duties:

  • Plans, directs and manages general and complex enforcement activities and administrative enforcement programs related to the management, protection and conservations of Wildlife and Fisheries resources and the state's boating program. This includes all facets of surveillance, interrogation, investigation, apprehension and arrest of violators of state and federal laws, boating programs, boating crash investigations, state boating education programs and other division support programs.
  • Serves as a statewide coordinator of enforcement effort as it pertains to high level operations involving multiple agencies.
  • Directly manages, supervises and evaluates Lieutenants and other assigned subordinates to the Enforcement Division Covert Unit.
  • Schedules and assigns work and reviews schedules and training needs.
  • Ensure optimum utilization and productivity of all resources, equipment, and budgets.
  • Oversees the coordination with external agencies for necessary resource acquisitions.
  • Responsible for covert case management to include quality control of on-going investigations and management of monetary resources used to conduct investigations and operations.
  • Responsible for record maintenance related to confidential informants, all unit investigations, budget and expenses and training of all unit members.
  • Serves as the Enforcement Division Liaison to Wildlife and Fisheries commission, compiling enforcement statistics and providing statewide enforcement reports.
  • Serves as the Enforcement Division Liaison to all Departmental Task Forces, Shrimp, Crab, oyster and Finfish, offering technical advice on the creation of laws to assist the commercial fishing industry regulation and provide statewide enforcement reports as it pertains to the industry.
