The overall function of this position is to perform a broad range of road design tasks in the District Design Section. All tasks must be performed for each line of allocation. Work is generally performed with the use of a computer by means of a variety of software programs.The incumbent will participate in appropriate DOTD structured training programs and attend all continuing education classes, meetings and conferences deemed necessary to facilitate the performance of required tasks. The incumbent is required to possess the following specialized knowledge, skills, abilities, as well as to maintain the following licensing: Specialized knowledge, skills, and abilities: Will include reading and sending e-mail using Outlook. Working knowledge of complex computer software, such as Excel, Word, Microstation, InRoads, Open Roads, Project Systems, Project Wise, PMS, AASHTOware, and other DOTD applications. Is familiar with LADOTD Geometric and Design Policies and Procedures, the MUTCD, and Letter Bid Guidelines. The incumbent must be self-motivated and be able to perform duties many times with or without minimal supervision and also be able to work independently with minimal initial instruction.
While in official capacity, DOTD employees must comply with applicable Louisiana and Civil Service Laws, rules, and regulations, as well as DOTD policies, procedures, manuals, and directives.

Minimum Qualifications
Possession of a high school diploma or GED; OR
Six months of experience in sub-professional engineering, heavy mobile equipment operation, or mobile equipment maintenance.

Job Duties and Other Information

Job Duties:
Plan Preparation and Development - Prepares typical sections, special details, item quantities, and summary of estimated quantities for resurfacing projects, microsurfacing, widening, turn lanes, and other design projects. Familiar with horizontal and vertical alignments and their applications. Stations horizontal alignments using Inroads, Open Roads or Microstation based on survey data, iVision ,or Highway Needs Files (PMS). Creates details for complicated and varied situations requiring a more in-depth knowledge of road design and a high level of technical proficiency. Assists in the development of complex suggested sequence of construction using the latest version of the MUTCD and DOTD TC details. Assists in the preparation of Design / Exception Reports, Storm Water Pollution Prevention Plans (SWPPP), Notice of Intents (NOI), Transportation Management Plans, Trainee Determination Worksheets, Contract Time Work Sheets and other documents.
Plan Delivery – Requests project numbers, projectwise folders, traffic information, and other pertinent data from Area Engineers, Project Engineers, the lab, etc. in order to design the projects. Maintains a working log / checklist of all documents requested and received. Distributes scanned preliminaries, finals, and other project documents for review using ProjectWise. Navigates efficiently through Project Systems for funding reports, road data tables, milestone dates, etc. as needed.
Letter Bids – Uses AASHTOware to schedule letting dates, check contractor license, provide summary of estimated quantities in category and whole project format, and other letter bid related topics. Prepares letter bid proposals and specifications and distributes to contractors for bidding. Is familiar with the evaluation and review of bids and applicable bid documents. Produces contract documents and specification packages for construction. Composes and distributes letter bid documents for maintenance contracts (e.g. mowing, guardrail, rest area, sweeping, etc.) and other DOTD service contracts.
Training: Attends classes, seminars, workshops, etc. Completes structured and assigned training as required.
OTHER - May be required to perform other duties as necessary including, but not limited to, emergency/disaster support activities.

Work Location: This position is located in the Lake Charles District 07 office, Gang 170 of the Department of Transportation and Development. The position reports directly to the Program Delivery/Design Engineer, Engineer 6 DOTD.How To Apply:
