This position is open to current DOTD employees only.
This position may be filled as a Detail to Special Duty or a Probationary appointment requiring 6-24 months on probation.
The overall function of this position is to provide leadership for District 03, as well as administers and manages all resources and business responsibilities.

The District staff level is 421 with the following direct reports: 3 Assistant District Administrators, 3 Area Engineers and 1 Administrative Assistant. The incumbent must be self-motivated and be able to perform duties many times with or with minimal supervision and also be able to interpret unforeseen conditions as they may arise. The incumbent will participate inappropriate DOTD structured training programs as appropriate and attend all continuing education classes and conferences deemed necessary to facilitate the performance or required tasks.

While in official capacity, DOTD employees must comply with applicable Louisiana and Civil Service laws, rules, and regulations, as well as DOTD policies, procedures, manuals, and directives.

Minimum Qualifications

Possession of a current Louisiana license to practice professional engineering plus one of the following, which must include two years of experience at the supervisory level or above:

Four years of licensed engineering experience; or

Eight years of professional engineering experience.

EXPERIENCE SUBSTITUTIONS:
A master's degree in engineering will substitute for one year of professional engineering experience.

A doctorate degree in engineering will substitute for two years of professional engineering experience.

Advanced degrees will substitute for a maximum of two years of professional engineering experience.

There is no substitution for licensed engineering experience.

NOTES:
Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience. Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer's license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.

Applications will be accepted from persons licensed to practice professional engineering in states other than Louisiana. If one of those applicants is selected for the position, he/she will be required to obtain a Louisiana license prior to appointment. The hiring agency will verify that all licensing requirements are met.

Job Duties and Other Information

Job Duties:

  • Provides leadership to the District Staff. Performs administrative and management duties overall resources and responsibilities assigned. Implements policies and direction from the Assistant Secretary of Operations. Advises Assistant Secretary or Operations of transportation needs within the district to provide for better use of available resources and improve department productivity. Ensures implementation of the Agency's Strategic Plan and Goals.

  • Develops, interprets, and carries out policies and programs for all aspects of the business including, but not limited to: construction, maintenance, design, public-works, operations, permitting, and traffic. Creates a culture of accountability and ownership in the District. Implements organizational and leadership standards.

  • Confers, advises, and negotiates with federal, state and local officials, private entities, members of the public, and other elected/appointed officials on a variety of issues, some sensitive and controversial. Calls, meets, and/or conducts conferences with legislators, mayors, police jurors, FI-IWA officials, local citizens, contractors, and media personnel to resolve and/or arbitrate complaints: construction, maintenance, and traffic problems: design errors: and/or discuss funding, planning, design, and schedule of various construction projects.

  • Serves as media spokesperson to inform public of construction and maintenance project activities in the District. Represents the department/district on various highly-complex engineering issues as well as on highly publicized decisions or actions in which the media or the public are involved: participates in conferences with appointed DOTD officials, division directors, and other key staff to correlate and enhance administrative programs.

  • Establishes priorities, goals, objectives, policies and procedures in order to achieve desired results. Facilitates, schedules, and prioritizes work activities in order to achieve results in a timely and efficient manner. Establishes performance indicator criteria or benchmarks against which work efforts will be measured in order to gauge progress and evaluate results.

  • Continuously monitors, tracks, evaluates, and reports on the progress, performance, costs, accomplishments and status of all work, requests, complaints, projects, contracts, agreements, permits, reports, etc.. in your district. Ensures good documentation of progress, performance, costs, accomplishments, and status of all work requests, complaints, projects, contracts, agreements, and permits.

Appointment Type: Detail to Special Duty

Work Location: This position is located in District 03, Unit 001, Lafayette, LA, office of the Department of Transportation and Development and reports directly to the Deputy Chief Engineer, Office of Operations. This position serves the following 8 parishes: Lafayette, Acadia, Evangeline, St. Landry, St. Martin, Iberia, St. Mary and Vermilion, which consists of 2,252 road miles, approximately 1,000 Off-System bridges and 1,200 On-System bridges, and 33 movable bridges.
